PURPOSE OF REPORT

The purpose of the report is to recommend repeal of the Intermunicipal Development Plan between the City of St. Albert and Sturgeon County.

BACKGROUND AND DISCUSSION

Please refer to the attachment Previously Distributed, which includes the report and attachments provided for first reading of Bylaw 37/2020 on November 16, 2020.

ALTERNATIVES AND IMPLICATIONS CONSIDERED

Alternative 1:  Defeat second reading of Bylaw 37/2020.

This alternative would mean that the IDP originally entered into with Sturgeon County would be kept in use by the City even though the County has abandoned it. However,  the upcoming Municipal Development Plan (MDP) Flourish would still have to be consistent with both the Edmonton Metropolitan Region Growth Plan (EMRGP) and the IDP. If there are any contradictions between the IDP, the EMRGP, or the MDP Flourish, the IDP would have to be amended appropriately. This would impact the timing of adoption of Flourish.
