RECOMMENDED MOTION(S)
recommendation
1. That Administration update the 2025-2034 Municipal Growth Capital Plan to include the Capital Project Charter provided in the attachment titled "Badger Lands Site Plan".
2. That the revised 2025-2034 Municipal Capital Plan be included in the Proposed 2025-2027 Business Plan and Budget along with funding recommendations guided by the Capital Prioritization Matrix.

To provide the background and rationale to include the Badger Lands Site Plan Charter to the 10-year Growth Capital Plan.
ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION
According to Council Policy C-FS-05 Budget and Taxation Guiding Principles, Section 12:
"With specific reference to the Municipal 10-Year Growth Capital Plan, a Council motion is required to add or remove a capital project charter from the plan."

BACKGROUND AND DISCUSSION
The 10-Year Municipal and Utility RMR and Growth Capital Plan is a long-term planning document for the City. It provides key strategic inputs for the upcoming budget year, a framework for the three-year budget plan, and a long-range outlook on capital requirements.
Capital projects identified as "Growth" are essential for meeting future demand and strengthening the community. To address these needs, City Administration conducts an annual review of the plan and makes recommendations to Council for additions or removals.
Although Council approved additions and removals to the 2025-2034 Municipal Capital Growth Plan in April 2024, Administration has determined that a new growth initiative, the "Badger Lands Site Plan" (as detailed in the attachment), should be considered for inclusion.
