Administration’s Understanding of the Intent of the Motion:
That funding for the Utility Capital charter for the purchase of a Vacuum Truck be 50% through utility rates and 50% through the municipal capital reserve.

Financial Implications of Motions:
The total capital cost of the truck is $500,000 which is currently factored into the calculation for wastewater rates in the proposed budget. Removal of $250,000 from the wastewater rate model will reduce the Supplemental Capital Contribution fee component of the wastewater rate by $0.09/month.(From $1.65 to $1.56)
Funding the remaining $250,000 from the municipal capital allocation will reduce available funding from that source in future years.

Background:
A vacuum truck is used for a number of purposes in the operation and maintenance of a utility network. This equipment becomes substantially more critical as a community sees more shallow infrastructure installed within its Rights-of-Way because it reduces the risk of adversely impacting third party and existing infrastructure when construction occurs of City owned assets. Additionally, the City is required to clean all catch basins and oil grit intercepts on an annual and bi-annual basis respectively. Much of this work is contracted out both as standard contracting services and through programs.
The operation of the vacuum truck, as the City continues to grow, will focus primarily on the underground utilities, and as time progresses will continue to optimize savings in additional programs and projects however the split will likely decrease as the linear meters of infrastructure and the daily operational needs attributed to vacuum ...
