That the following Notice of Motion be debated at the March 17, 2026, regular meeting of Council and that the 20-day notice period requirement in section 119(9) of the Procedure Bylaw be waived.
[If the above is approved by at least 5 of 7 councillors, then the following motion may be debated on March 17, 2026]
That the Seniors Advisory Committee and Youth Advisory Committee is requested feedback on the Flag Display and Commemorative Lighting Policy for recommended revisions and the feedback is brought to May SCOW meeting, to discuss the topic.

ADMINISTRATION'S UNDERSTANDING OF THE INTENT OF THE MOTION
If the second resolution is approved, Administration will solicit feedback regarding the Flag Display and Commemorative Lighting Policy from the Seniors Advisory Committee and the Youth Advisory Committee and present the input to Standing Committee of the Whole in May 2026.
PURPOSE OF REPORT
The purpose of this report is to present a motion for which Councillor Hughes gave notice on March 3, 2026.

BACKGROUND AND DISCUSSION
The Seniors' Advisory Committee Bylaw provides that, among other things, the SAC may meet to consider "when an issue has been referred to the Committee by Council for the Committee's consideration" (SAC Bylaw, s. 11.12). Apart from adhoc meetings that may occur when the SAC has matters referred to it by Council, the SAC meets regularly 4 times per calendar year.
