Purpose of Report
To facilitate discussion with Council regarding the 10-Year Capital Plan.
BACKGROUND AND DISCUSSION
The 2026-2035 Municipal Capital Growth Plan, approved by Council on December 16, 2025, demonstrates that anticipated capital investment requirements significantly exceed available funding, resulting in a funding gap of more than $500 million over the 10-year planning horizon. While the plan provides a long-term view of infrastructure and growth-related investment needs, Council approvals are granted on an annual basis, with unfunded projects typically deferred to future years. This approach enables the advancement of priority projects in the short term; however, it also results in funding pressures being carried forward, increasing the cumulative gap over time.
The discussion will focus on aligning the 10-Year Capital Plan with Council’s priorities and funding realities, enabling future informed decision making through a clear understanding of the long-term financial implications of sustainable growth. To prepare for the discussion and prioritization within the appropriate time periods (2027-2031, 2032-2036, and for future consideration), a Summary of Capital Growth Charters has been provided in confidential attachment #2.
The Capital Prioritization Matrix included in attachment #1 continues to provide a framework for evaluating and ranking projects against Council priorities; however, may not fully reflect the priorities and financial realities facing Council currently.
