That ENGS-070 North St. Albert Trail Corridor Management Implementation in the amount of $18,950,000 be approved in 2019 through debt financing with payments from the offsite levy recovery fund; and that Administration be directed to prepare, for Council consideration, the required borrowing bylaw(s) in accordance with the Municipal Government Act.
