SUMMARY
Administration is requesting additional funding to cover a required change in project scope. This change is needed to ensure the Children's Bridge has power available to operate the planned LED colour-changing lighting, which is part of CULTR-005: Founders Walk Phase III - Children's Bridge.

BACKGROUND AND DISCUSSION
In 2023 Council approved $108,000 for Founders Walk Phase III, project 424317, to be funded from the 2024 Capital Budget. The project scope was to provide colour-changing LED lighting for the Children's Bridge.
The original scope of the project did not include providing power to the bridge. Instead, Administration planned the work to align with the anticipated Millennium Park construction for greater efficiency. However, with the Millennium Park growth charter now rescinded, additional funding is required to supply power to the bridge. (Attachment: CULTR-005 Founders Walk Phase 3 Capital Charter)
Administration is seeking Council approval for the extra budget, as it exceeds the CAO's delegated authority.

The Children's Bridge lighting construction will get underway later in 2025 and all aspects of the project will be completed in 2026; this coincides with Engineering's Children's Bridge RMR that will be delivered under the same contract.
