Administration’s Understanding of the Intent of the Motion:

That, beginning in 2021, the Council Policy C-CS-01: Athlete and Artist Program Grant be permanently eliminated to reflect an operational savings of $16,600.

Operational or Organizational Impacts if Motion is Approved:

This motion, if passed, would result in the elimination of Council Policy C-CS-01: Athlete and Artist Grant program beginning in 2021. This program cancellation would allow for staff to realign staff time previous spent on Administration of this grant program in support other departmental initiatives, and the Community Services Advisory Committee would no longer have to support this initiative.

Financial Implications of the Motion:

The Recreation & Parks operating budget would be reduced by $16,600 resulting from the elimination of the Athlete and Artist Grant program in 2021 and moving forward. This program currently has $6,600 in carry forward funding from 2019 which could be applied to further decrease the 2020 operating budget.

Background:

The Athlete & Artist Development Grant program encourages St. Albert-based non-profit groups to provide developmental opportunities in amateur sport or the arts through programs or projects that are beyond the group's or individual's regular training, development, or instruction.
This program also provides financial support to assist individuals or teams for travel and accommodation costs associated with national or international sports championships or arts events. The grant supports between 13 and 26 artists/organizations and athletes/teams annually.
