Administration's Understanding of the Intent of the Motion:
Administration understands this motion seeks to bring project charter ENGS-083: Lacombe Lake Parking Lot Paving back into consideration within the 10 Year Growth Plan and the charter would be evaluated through the project charter prioritization process for consideration of funding in 2026.
SUMMARY
* The City currently owns a total of 13 gravel parking lot structures; with some sites maintained by the City and others maintained by private lease holders.
* Except for the Botanic Park Parking Lot (charter ENGS:084), there are no plans or projects associated with paving or changing any of the existing gravel parking structures. Typically, such changes would result from site development changes that trigger such improvements to the parking areas.
* The estimated cost to complete the design for the Lacome Lake Parking lot is $150,000; and a conceptual estimated construction value is $1,345,000.
o Note - detailed design results will create accuracy for costs of construction.

On August 15, 2023 Council passed the following motion:

That Administration develop a Capital Project Charter for the permanent paving of the parking lot at Lacombe Lake Park for inclusion in the 10-year capital projects list and project prioritization matrix.
BACKGROUND AND DISCUSSION
Based on specific direction from Council, project charter ENGS-083 was developed seeking funding to complete necessary engineering, design and construction work that would convert the existing gravel surface parking lot to an asphalt surface with storm management systems and curbing, signage and parking lot road markings.
