BUDGET POSTPONED MOTION:

That C-CC-21 Council Sponsorship Policy is rescinded and;

That any guiding principles deemed to be relevant to overall sponsorship activities of the City be added into other appropriate policies for Council consideration and;

That the 2020 Council budget related to individual Council Member Sponsorships be reduced in the amount t of $7,000.

Administration’s Understanding of Intent Motion:

That the Policy be rescinded meaning that individual Council Members will no longer have the ability to individually sponsor events for eligible not for profit organizations.  Motion will also amend the budget by reducing the tax requirement by $7000.

 

Operational or Organizational Impacts if Motion is Approved:

None

 

Financial Implications of Motions:

2020 and ongoing budget within Council will be reduced by $7000.

Background:

Council Policy C-CC-21 Council Sponsorship policy was implemented by Council on May 2, 2016.  In the past, small sponsorships for community organizations by Council members from their individual budgets (typically claimed through reimbursement) was a common practice; however, Policy C-CC-03 Council Remuneration and Expense Reimbursement policy was silent on this issue.  At the time it was deemed that having a separate policy addressing this issue would be appropriate given the desire to set detailed parameters.

 

Should the Sponsorship Policy be rescinded, Administration would review other relevant policies to ensure that the issue/concept is adequately addressed.

 

Should the motion pass, revised policies will be brought to the Growth & Infrastructure Standing Committee for consideration in Q1 2020.
