SUMMARY

 

The purpose of this report is to present the City of St. Albert Corporate Business Plan 2026-2029 for information.

 

ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION

 

City Council Policy C-CG-06 - City of St. Albert Strategic Framework states that:

 

                     Council is responsible for setting its strategic priorities for its four-year term through a City of St. Albert Council Strategic Plan.

                     Priorities outlined in the St. Albert Council Strategic Plan shall be used to plan and prioritize projects and initiatives in the Corporate Business Plan and Mid-Range Department Plans to achieve Council established strategic priorities, and to inform the proposed Financial Plan and Budget. 

 

City Council Policy C-CG-02 - City of St. Albert Strategic Plan states that:

 

                     Council is responsible for develop a strategic plan and identifying strategic priorities to Administration for their term.

                     Council shall review this policy following a general election, or more often at its discretion.

                     The Chief Administrative Officer is responsible for ensuring that the Corporate Business Plan and supporting budget reflect Council’s strategic priorities outlined in the strategic plan. 

                     The Corporate Business Plan shall be presented to Council for information when the strategic plan is brought forward for approval.

 

BACKGROUND AND DISCUSSION

 

The City of St. Albert Corporate Business Plan is a four-year plan that outlines specific activities planned to advance and/or achieve Council’s Strategic plan and priorities. In addition, the plan includes priority areas and initiatives that help the City enhance the organization’s ability to achieve Council’s priorities by ensuring a strong foundation for the sustainable and efficient delivery of services to the community. 

 

The City of St. Albert Corporate Business Plan is used to plan and prioritize initiatives and resources and to inform the development of a proposed Financial Plan and Budget.

 

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT

 

Community Satisfaction Survey conducted in 2025 was used to inform the Council Strategic Plan and development of the Corporate Business Plan.

 

ALIGNMENT TO PRIORITIES IN COUNCIL’S STRATEGIC PLAN

 

The Corporate Business Plan 2026 - 2029 outlines the initiatives to demonstrate how Administration will advance and achieve Council strategic priorities outlined in the Council Strategic Plan 2026-2029.

ALIGNMENT TO LEVELS OF SERVICE DELIVERY

 

Strategic Planning - Facilitate the development of the Council’s Strategic Plan and steward the plan on behalf of the Council. Council’s Strategic Plan is developed following the municipal election and updated annually at Council’s discretion.

 

Corporate Business Planning - Steward the Corporate Business Plan and work with all Departments to ensure that they have the knowledge and tools they require to align their business planning processes to the strategic planning framework, assist and support where necessary. The Corporate Business Plan is amended at the request of Executive Leadership to ensure Council priorities are achieved.
