CSAB Recommendations: FCSS Spring Grants

That the following 2017 FCSS Spring Grants be awarded:

 

                     St. Albert Community Information & Volunteer Centre (CIVC), $3,408 for a media campaign to prevent isolation in seniors.

                     Plugged-In Community Centre Organization, $2,292 to host “Beautiful Me” in 2018, a one-day event that provides youth participants the opportunity to build confidence through discovering their inner beauty.

PURPOSE OF REPORT

 

This report brings forward recommendations from the Community Services Advisory Board (CSAB) for allocation from the 2017 intake of applications for the FCSS Spring Grant for Council’s consideration and approval, as per Policy C-CS-12.

 

COUNCIL DIRECTION

 

This matter is being brought forward in accordance with City Council Policy C-CS-12 FCSS Spring Grant Program which was approved on September 9, 2013.

 

BACKGROUND AND DISCUSSION

 

As per the FCSS Spring Grant Program Policy C-CS-12, the City may offer a small grant to eligible St. Albert not-for-profits to provide a source of funding for projects that align with the principles inherent in St. Albert’s Social Master Plan, and are further defined according to the following eligible criteria:

 

a)                     Is a preventive social service project that enriches and strengthens family and community life;

b)                     Is not a duplication of an existing service or program;

c)                     Thirty percent of the total cost of the project must be supported by the organization through volunteer hours, in-kind or cash donations;

d)                     The funds may support new initiatives or special projects that support or enhance the delivery of preventative social service programs; and

e)                     The funding may be seed funding for a long-term project.

 

Applications are reviewed by the CSAB and recommended to Council for approval.

 

On April 25, 2017, the CSAB reviewed two submissions for funding, Community Information and Volunteer Centre, on behalf of the Seniors Working Group, to develop a media and awareness campaign to prevent isolation in seniors, and from Plugged-In Community Centre Organization to host “Beautiful Me”, a one-day event for youth to discover their inner beauty from the inside out.

 

CSAB’s recommendations were as follows: $3,408 to CIVC, and $2,292 to the Plugged-In Community Centre Organization.  The two combined grants equal the total amount available through the FCSS Spring Grant Program of $5,700.

 

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT

 

Applicants are encouraged to speak with Administration, prior to submission deadline, to ensure the projects meet the basic requirements set out in the policy, confirm the process with the applicant, and to assist with the application if required.

 

IMPLICATIONS OF RECOMMENDATION(S)

 

Financial:

 

Total FCSS Spring Grant Program funds available for disbursement in 2017 is $5,700, the amount recommended by the CSAB is within the funding available.

 

Legal / Risk:

 

Grant recipients are required to enter into a grant agreement with the City, requiring them to utilize funds as specifically authorized and to report to the City in a specified time frame, on the use of those funds.  Failure to comply with these requirements may result in a demand to repay the funding or a refusal to grant funding in the future.

Organizational:

ALTERNATIVES AND IMPLICATIONS CONSIDERED

 

If Council does not wish to support the recommendation, the following alternative could be considered:

 

a)                     That the funding requests, as identified, be approved for a partial grant as per the direction of Council.  The unallocated amount shall remain in the Preventative Social Services Reserve.
