That ___________ be appointed as a member of the City of St. Albert Assessment Review Board (ARB) for a term ending December 31, 2025.

PURPOSE OF REPORT

 

Due to recent resignations, this report is brought forward to fill one vacancy on the Arts Development Advisory Committee (ADAC) and one vacancy on the Assessment Review Board (ARB).

 

 

ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION

 

Section 9 of the Arts Development Advisory Committee Bylaw 09/2020 states that:

 

If a Member ceases to be a Member of the Committee for any reason, Council may appoint a replacement Member to serve for the remainder of the departing Member's Term.

 

Civic Agency Policy C-CC-12 states:

 

3. If a member of the civic agency is unable to complete the term of office as required, that member shall be replaced by Council appointment, provided that at least five months are left in the member’s term of office.

 

a. In the case of vacancies that occur outside of the annual recruitment process, an interview committee comprised of the Mayor and the Council representative(s) on the civic agency, shall interview applicants and make recommendations directly to Council.

 

BACKGROUND AND DISCUSSION

 

On June 22, 2022 Ms. D Koroluk submitted her resignation as a member of the Arts Development Advisory Committee.  This member had been appointed to the Committee effective January 1, 2021 for a term ending December 31, 2022.

 

As a result of the resignation from Ms. D. Koroluk, a recommendation for appointment of one new member to fill the remainder of their term, is brought forward for Council's consideration.

 

As Mr. J. Gylander was unable to complete his term as a member of the Assessment Review Board, there is now a vacancy on the Board. This member was appointed to the Board effective January 1, 2022 for a term ending December 31, 2025 and as a result, an appointment of one new member to fill the remainder of the term of the vacating member, is brought forward for Council's consideration.

 

 

ALTERNATIVES AND IMPLICATIONS CONSIDERED

 

If Council chooses not to fill the vacancy on the Arts Development Advisory Committee (ADAC), the Committee will consist of 8 public members.

 

If Council chooses not to fill the vacancy on the Assessment Review Board (ARB), the Board will consist of 11 members.
