Administration’s Understanding of the Intent of the Motion:

 

That $60,600 be funded for the design of a cogeneration - heat and power unit for Servus Credit Union Place, as detailed by 2021 Capital Charter CSS-005.

 

Operational or Organizational Impacts if Motion is Approved:

 

Work related to the proposed CSS-005 Cogeneration project would be incorporated into Administrations 2021 workload.

 

Financial Implications of Motion:

 

Although cogeneration is a proven technology that has been successfully implemented elsewhere, there is a risk that the financial savings and carbon footprint reductions identified will not be fully realized as estimated.  The risk of this is deemed to be low. 

 

Stakeholder Consultations:

 

Facility staff and patrons of Servus Place will require advance notice of the installation schedule for the cogeneration system, as this project has the potential to impact scheduled programming and access to the facility during installation.

 

Background:

 

Cogeneration (or combined heat and power) generates electricity and produces useful heat simultaneously, thereby efficiently creating two useful commodities from a single fuel source, at the point of demand. Instead of purchasing electricity from the grid and burning fuel in an on-site boiler to produce thermal energy, a facility like Servus Place can use CHP to provide both of these forms of energy in one efficient step, thereby reducing the overall operational costs of the facility.

 

As detailed by the Capital Charter - CSS-005 Cogeneration, the design and construction of a cogeneration - combined heat and power (CHP) unit is recommended to be timed to align with the proposed aquatic expansion of Servus Place (Capital Charter SERV-010).  This is to avoid potential complications of retrofitting a CHP unit with existing building systems, and to capitalize on cross functional efficiencies and shut downs.  If the associated SERV-010 Capital Charter is not being considered for 2021, then Administration advises that the CSS-005 Cogeneration Capital Charter could also remain unfunded, and considered for funding only when SERV-010 is being funded.
