That Jody Swanson be appointed as a member of the Arts Development Advisory Committee (ADAC) for a term beginning on May 19, 2026, and ending on December 31, 2026, and Maria Rosanova be appointed as a member of the Arts Development Advisory Committee (ADAC) for a term beginning on May 19, 2026, and ending on December 31, 2027.

SUMMARY
This report is brought forward to fill two vacancies on the Arts Development Advisory Committee (ADAC).
ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION
Section 9 of the Arts Development Advisory Committee Bylaw 9/2020 states that:
If a Member ceases to be a Member of the Committee for any reason, Council may appoint a replacement Member to serve for the remainder of the departing Member’s term.
Civic Agency Policy C-CC-12 states:
If a member of the civic agency is unable to complete the term of office as required, that member shall be replaced by Council appointment, provided that at least five months are left in the member’s term of office.
BACKGROUND AND DISCUSSION
On February 20, 2026, a member of the ADAC submitted their resignation. This member’s appointment term was from January 1, 2025, to December 31, 2026.
On April 6, 2026, an additional member of the ADAC submitted their resignation. This member’s appointment term was from January 1, 2026, to December 31, 2027.
As a result of the two resignations, a recommendation for the appointment of two new members to fill the remaining terms is brought forward for Council's consideration.

By appointing applicants to Committee and Board vacancies, Council is ensuring that the membership requirements outlined in the various Committee and Board bylaws are fulfilled.

I.3.2 Council Committees: Provision of advice regarding legislative and procedural processes for Council committees. This includes support for Standing Committees and various Council Committees.
IMPACTS OF ALTERNATIVES CONSIDERED
If Council chooses not to fill the vacancies on the ADAC, the Committee will consist of 6 public members. The ADAC Bylaw provides that the Committee must consist of a minimum of 5 members and a maximum of 9 members.
