2025 Council Strategic Planning Session

That Council move in camera to discuss various matters pursuant to sections 24(1)(a) and 24(1)(b) of the Freedom of Information and Protection of Privacy Act.

PURPOSE OF REPORT
The purpose of the report is to share the 2025 Council Strategic Planning Agenda and Council’s Approved Strategic Plan in advance of the Council Strategic Planning Session scheduled for January 13 and 14, 2025.
ALIGNMENT TO COUNCIL DIRECTION
On April 16, 2024, Council approved the following motions:
AR-24-173
1. That the updated version of Council Policy C-CG-02 City of St. Albert Council Strategic Plan, including the updated Schedule A, provided as attachments to the April 16, 2024, agenda report entitled “Updated 2022-2025 City of St. Albert Council Strategic Plan and Corporate Business Plan,” be approved.
2. That the updated Corporate Business Plan 2022-2025, provided as an attachment to the April 16, 2024, agenda report entitled “Updated 2022-2025 City of St. Albert Council Strategic Plan and Corporate Business Plan” be received as information.
City Council Policy C-CG-06 - City of St. Albert Strategic Framework states:
1. Council is responsible for setting its strategic priorities for its four-year term through a City of St. Albert Council Strategic Plan.
2. Priorities outlined in the City of St. Albert Council Strategic Plan shall be used to plan and prioritize projects and initiatives in the Corporate Business Plan and Mid-Range Department Plans to achieve Council established strategic priorities, and to inform the proposed Financial Plan and Budget.
3. Outside of the municipal election year, Council shall meet in the first quarter of every year to formally review progress toward the achievement of priorities and expected outcomes, to discuss emergent items and re-prioritize priorities if required.
City Council Policy C-CG-02 - City of St. Albert Council Strategic Plan states:
1. The City of St. Albert Strategic Plan establishes Council’s strategic priorities for their four-year term. Details relative to the City of St. Albert Strategic Plan are provided within Schedule A of this policy.
2. The City of St. Albert Strategic Plan shall be recognized as the primary resource in the development of the corporate business plan, performance metrics and budgets.
3. Council shall review this policy following a general election, or more often at its discretion.
4. The Chief Administrative Officer is responsible for ensuring that the Corporate Business Plan and supporting budget reflect Council’s strategic priorities outlined in the strategic plan. The Corporate Business Plan shall be presented to Council for information when the strategic plan is brought forward for approval.
BACKGROUND AND DISCUSSION
As per Council Policy C-CG-02, City of St. Albert Strategic Plan, Council is responsible for developing a strategic plan which serves as direction for Administration for the 4-year Council term.
On April 16, 2024, Council re-approved the 2022-2025 Council Strategic Plan with changes made based on the 2024 Strategic Planning Session.
As per Policy C-CG-02, City of St. Albert Council Strategic Plan, in the first quarter of every year following the election, Council formally reviews progress towards the achievement of priorities and expected outcomes, discusses emergent items and re-prioritizes priorities if required.
The 2025 Council Strategic Planning Session is scheduled for January 13th and 14th, 2025, at the Double Tree by Hilton Hotel. The strategic planning session agenda was developed based on the input from Council members to ensure that expected outcomes are achieved. The agenda’s focus is on reviewing progress made on achieving priorities outlined in Council's Strategic Plan and confirming the focus for 2025. Attached to this report is also an update on a phased approach for continuing to implement performance measures to monitor progress on achieving long-term planned outcomes.
The Council Strategic Plan identifies and prioritizes initiatives documented in the Corporate Business Plan to indicate how Council-established strategies will be advanced or achieved. The Corporate Business Plan is then used to inform the proposed budget to ensure the delivery of services to the community and related initiatives align with and help advance Council priorities.
STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT
Community input received from the proposed budget public participation opportunities may be used to inform the discussion.
