RECOMMENDED MOTION(S)

1. That members of the public be appointed to the Youth Advisory Committee, for terms effective September 1, 2026, as specified in the document entitled “CONFIDENTIAL Civic Agency Appointments Spring 2026,” attached to the agenda report dated July 14, 2026.
2. That Sheila McDonald’s term on the Policing Committee be extended to December 31, 2027, in order to comply with the terms set-out in the Policing Committee Bylaw 1/2025.

SUMMARY
During the first annual intake for the Youth Advisory Committee, there were 13 vacancies available. A total of 12 eligible applications were received, comprising both reapplications from existing members and new submissions. Interviews were conducted on June 8, 2026, to determine appointments.
Additionally, the current term for Sheila McDonald on the Policing Committee was established at the previous annual intake as a one-year term commencing December 31, 2026. Extending the appointment to December 31, 2027 (two-year term) will ensure compliance with the Policing Committee Bylaw and maintain continuity on the Committee.
ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION
In accordance with City Council Policy C-CC-12, Civic Agencies, Council met on June 8, 2026, for the purpose of interviewing and recommending appointments to fill vacancies on City of St. Albert Civic Agencies.
In accordance with Bylaw 1/2025 Policing Committee Bylaw:
“7. The term of Member appointments shall be a minimum of 2 years and a maximum of 3 years.”
The Policing Governance (Ministerial) Regulation states that:
3(3) The term of office of a member appointed to a municipal policing committee is
(a) 3 years, or
(b) a term of less than 3 years, but not less than 2 years.
The following motions were approved on December 17, 2024:

That the term for the Youth Advisory Committee members be changed from January to December, to September to August, with the recruitment and interviews conducted in the spring instead of the fall.
That Administration be directed to explore conducting a spring intake for all civic agencies instead of during the fall and return with an update to Standing Committee of the Whole in Q1 2025.
BACKGROUND AND DISCUSSION
Youth Advisory Committee Appointments
The application period for the Youth Advisory intake was open from April 23 to May 19, 2026 after one extension. Applicants were provided with a comprehensive information package outlining the available vacancies, the roles and responsibilities of committee members, and instructions for the application process.
To support recruitment efforts, members of the Youth Advisory Committee attended the Lifestyle Expo and the Volunteer and Community Information Fair to promote the Committee and encourage applications from interested youth.
Following the application period, interviews were conducted by Council Members utilizing an evaluation matrix to assist in the assessment of candidates. The list of recommended appointments is provided as a confidential attachment to this report.
Successful appointments will commence their terms on September 1, 2026.
Policing Committee Term Extension
At its meeting of December 16, 2025, Council appointed Sheila McDonald to the Policing Committee for a one-year term, ending December 31, 2026.
Following the appointment, Administration noted that the approved term length differs from the two-year term established in the Policing Committee Bylaw.
The proposed motion would extend Sheila McDonald’s appointment by one additional year, resulting in a two-year term ending December 31, 2027. This amendment is administrative in nature and is intended to bring the appointment into alignment with the provisions of the bylaw and the Police Governance (Ministerial) Regulation.
Administration has discussed the proposed extension with Sheila McDonald, who has confirmed her willingness to continue serving on the Committee for an additional year.
STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT
Stakeholder communication and engagement efforts were carried out through multiple channels to ensure broad outreach and accessibility for the application process:
• The webpage containing the application package went live on April 23, 2026.
• A Civic Agency Intake Ad detailing the agency, vacancies, and meeting times was published in Citylights on April 23, 30, and May 7.
• The application window was extended to May 19 to ensure enough submissions were received.
• Social media posts promoting the Youth Advisory Committee were shared across Facebook and Instagram.
• The Youth Advisory Committee attended the Lifestyle Expo from April 17 to 19, 2026 and the Volunteer and Community Information Fair on May 9, 2026.
