2020 Alberta Community Partnership Grant Support

RECOMMENDATION(S)
recommendation
1. That Council support Sturgeon County’s submission of the proposed “City of St. Albert/Sturgeon County Transportation Network Improvement Strategy” grant application to the Government of Alberta’s Alberta Community Partnership program.
2. That Council support the City of St. Albert’s submission of the proposed “Carrot Creek Regional Drainage Master Plan” grant application to the Government of Alberta’s Alberta Community Partnership program.

PURPOSE OF REPORT
The Alberta Community Partnership (ACP) is a grant program administered by Alberta Municipal Affairs and is intended to support intermunicipal and regional projects across Alberta. The Province has budgeted $16.5 Million for this program in 2020.
Grant applications for both projects have been submitted by either Sturgeon County or St. Albert Administrations; however, a final requirement is supporting motions from Councils of participating municipalities of each project.
Sturgeon County Council passed motions of support at their February 11, 2020 Council Meeting; and Town of Morinville Council passed a motion of support for the Carrot Creek Regional Drainage Master Plan project at their February 11, 2020 Council Meeting.

ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION
On November 19, 2018 Council passed the following motions:
AR-18-513That the agenda report entitled “Sub Regional Storm Water Project (Storm Project 5)” be received as information.
That the design and land acquisition for the Northeast Storm Outfall and pipe (Off-Site Levy Storm Project 5), in the amount of $1,000,000 be funded from the Off-Site Levy Recovery Fund.
That the plan to complete the Carrot Creek Regional Drainage Plan in collaboration with Sturgeon County, Town of Morinville and the Province, in the amount of $200,000 be funded from the Stormwater Utility Reserve.
BACKGROUND AND DISCUSSION
Since approving the motions above in November 2018, St. Albert Administration has proceeded with the Carrot Creek Regional Drainage Project, with participation from representatives from both the Town of Morinville and Sturgeon County. In order to off-set the costs incurred by the City, the other two partners have agreed to support a grant application to the Provincial Government. This project aims to produce a Master Drainage Plan that will be endorsed by all municipal partners prior to submission to the Province for Water Act approval. From that point, it would provide the region with the necessary guiding technical documentation to develop appropriately within the drainage basin.
The St. Albert/Sturgeon County Transportation Network Improvement Strategy is intended to identify current and future sub-regional transportation priorities, establish prioritization criteria and funding mechanisms between the two municipalities. This is a new, unfunded project, which is estimated at $125,000. The full amount has been requested through the grant application.
Note: Please find attached the approval letters, dated March 31, 2020, from the Provnce for the above noted projects.
STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT
The three municipalities have been in communication and have coordinated the grant applications for both projects.
IMPLICATIONS OF RECOMMENDATION(S)
Financial:
None at this time. Status of the grant applications’ approvals should be received by end of Spring 2020. In the event either grant is not approved, alternative funding strategies may need to be developed.

Organizational:
There is no additional organizational impact as result of the Carrot Creek Regional Drainage Plan, as this project is already underway. If grant funding is approved for the St. Albert/Sturgeon County Transportation Network Improvement Strategy, staff time will be required to support this initiative.
ALTERNATIVES AND IMPLICATIONS CONSIDERED
If Council does not wish to support the recommendation, the following alternatives could be considered:
Alternative 1. Council could choose not to support one or both grant applications, which would likely result in intermunicipal repercussions.
