RECOMMENDED MOTIONS
recommendation
1. That Bylaw 30/2021 be read a second time.
2. That Bylaw 30/2021 be amended by changing the Bylaw number 30/2021 to 51/2021, and by changing the amendment numbers to the Master Rates Bylaw, the Tobacco Licensing Bylaw, and the Business Licensing Bylaw, as shown on the attached Master Rates and Bylaw Fees Amending Bylaw 51/2021.
3. That Bylaw 51/2021 be read a third and final time.

PURPOSE OF REPORT
Administration is proposing adjustments to the City’s fees contained in bylaws and Council Policies as part of the 2022-2024 Municipal Budget Process.

ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION
On August 30, 2021 Council passed the following motions:
1. That the proposed fees, rates and charges shown in the attachments entitled “Fees, Rates and Charges Established by Bylaw”, “Council Policy C-IS-02 Fees” and “Council Policy C-FS-16 Municipal Fees and Charges” to the August 30, 2021 agenda report titled "Bylaw 30/2021 Master Rates Bylaw 46/2020 Amendments" be received as information.
2. That Bylaw 30/2021, being a bylaw to amend the Master Rates and Bylaw Fees, be read a first time.
3. That the revised version of policy C-FS-16 Municipal Fees and Charges shown in the attachment entitled "Revised Version C-FS-16 Municipal Fees and Charges" be approved.
BACKGROUND AND DISCUSSION
On August 30, 2021 Administration presented Council with recommendations related to the fees contained in Bylaws to be in effect as of January 2022. Administration recommended that some fees be amended, and others remain the same. The proposed changes were detailed in the attachment titled Master Rates and Bylaw Fees Amending BL 30/2021.
Council members were given the opportunity to provide postponed motions for amendments to the fees presented by Administration to be debated on Monday, September 13, 2021.
Following the August 30, 2021 Council meeting, Administration discovered a clerical error in proposed Bylaw 30/2021 -- the Bylaw was presented to Council bearing the same Bylaw number that had already been given to another Bylaw in Council's legislative queue. This clerical error can be fixed by the recommended amendment at second reading.

IMPLICATIONS OF RECOMMENDATION(S)
Financial:
The amendment of the fees as detailed in the attachments will generate $34,700 in Municipal Operating Revenue which will be incorporated into the 2022 Proposed Municipal Operating Budgets. This will provide funding for the delivery of various municipal programs and services while continuing to support the City’s user pay philosophy.
