ADMINISTRATION’S UNDERSTANDING OF THE INTENT OF THE MOTION
Administration understands that if passed, Administration will explore opportunities to partner with the St. Albert Legion Branch 271, or their assigned representation, for the development and implementation of Memorial Banners in St. Albert, to honour and memorialize the service of Veterans. Administration will report to Council on July 14, 2026 on these opportunities and recommendations that will be inclusive of the requirements and associated costs of implementing the program, for Council deliberation on that date.
PURPOSE OF REPORT
The purpose of this report is to present a motion for which Councillor Hughes gave notice on June 9, 2026.
ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION
N/A.
BACKGROUND AND DISCUSSION
During the Remembrance period, a growing number of Legion Branches are partnering with their communities to develop street banners to honour and memorialize local Veterans who died in service or passed away.
Council received a public presentation by representation from the St. Albert Legion Branch 271 at the Standing Committee of the Whole meeting on June 9, 2026. The presentation included a demonstration of Memorial Banner examples completed through partnerships between other branches of the Royal Canadian Legion and their respective communities.
Administration has had preliminary discussions with the St. Albert Legion Branch 271 regarding the potential installation of Memorial Banners in the downtown area and has identified high-level implementation considerations and preliminary cost estimates. Further analysis is required to assess options, requirements, and associated impacts to adequately inform Council of the parameters for a decision to be made on this initiative.
The Notice of Motion proposes that Administration undertake this work and report back to Council with findings, costs, and implementation considerations by July 14, 2026. As the requested analysis is contingent on Council direction, a detailed review has not been completed at this time.
Unless otherwise directed, this initiative will be explored as a partnership with St. Albert Legion Branch 271 for annual installation of the Memorial Banners and is not intended to establish a broader community banner program.
IMPACTS OF RECOMMENDATION(S)
Financial:
There will be a financial commitment required to support the initiative that will include materials procurement costs for hardware, annual installation and removal costs that will include labour and equipment, internal staff costs for ongoing coordination of the initiative with the Legion, and future maintenance costs for upkeep and future replacement of the materials used by the initiative. Future expansion of the initiative beyond initial installation options will have incremental financial impacts.
Compliance & Legal:
It is anticipated that there will be limited impacts in these areas that will be mitigated ahead of installation. The Legion’s Memorial Banner program is established in other communities, and it is anticipated that agreement framework will be established with respect to roles and responsibilities, ownership, liabilities and governance. While preparing the background information for Council on July 14, 2026, Administration will engage with the appropriate stakeholders with respect to the inclusion with existing pole infrastructure and assurance with compliance of roadway and traffic safety standards.
Program or Service:
None at this time.
Organizational:
Administration will evaluate the options with consideration and coordination of the appropriate departments.
Risks
There are no risks with approving this motion and Administration will inform Council of potential risks in a report to Council on July 14, 2026, should this motion pass.
ALIGNMENT TO PRIORITIES IN COUNCIL’S STRATEGIC PLAN
Initiative aligned with Strategic Plan:
