That in consideration of current relaxations of parking requirements in the Land Use Bylaw, Administration review C-TS-03 Residential Permit Parking Policy and provide a recommendation to Council by Q2 2025 regarding whether the Policy should be rescinded or updated, and if so, how, and that no new applications be accepted by Administration pursuant to C-TS-03 until the policy has been updated or rescinded by Council.

ADMINISTRATION’S UNDERSTANDING OF THE INTENT OF THE MOTION

 

Administration understands the intent of this motion to direct staff to perform a review of Council Policy C-TS-03 Residential Permit Parking, in the context of possible impacts of recent LUB parking policy changes and to identify and present recommendations of change to the C-TS-03 Policy within Q2 of 2025.

 

ADMINISTRATION’S RECOMMENDATION

 

That Council allow Administration to complete the Mobility Strategy in 2025 and consider applicable resulting policy, bylaw and service level recommendations to a variety of transportation / mobility related targets to be presented in 2026; inclusive of potential changes to Residential Permit Parking. See Alternative 1 below for suggested motion wording.

 

PURPOSE OF REPORT

 

The purpose of this report is to present a motion for which Councillor Killick gave notice on November 19, 2024.

 

ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION

 

On November 26, 2018, Council passed the following motion:

That the City Council Policy C-TS-03 Residential Permit Parking, provided as an attachment to the November 26, 2018 agenda report entitled Residential Parking Permit Program be approved.

That the Michener, Dunfield and Desevigny permit parking program pilot areas are grandfathered into the new process and can follow the standard process should they wish to exit the program.

That implementation of Evergreen Estates permit parking be effective by the end of Q2 2019 subject to the results of community engagement consistent with the policy requirements.

 That the 2019 budget be amended to add $8,000 for program support related to the Residential Permit Parking program and;

That administration incorporate the budget amendment for consideration within the 2019 Municipal Operating Budget on December 17, 2018.

 

BACKGROUND AND DISCUSSION

 

Administration is in process of completing the Mobility Strategy, which will represent an expansion from the Municipal Development Plan: Flourish (MDP) and act as the municipal long-term plan for Transportation in all areas associated with mode choice and transportation related service levels, bylaws and policy with considerations of emerging trends and current St Albert growth plans and overarching documents.

 

This is inclusive of Parking, which was captured within the MDP, with the principle of “Implement parking standards that can be adapted to changing needs and do not adversely affect the public realm.” Expanding on this principle, the Mobility Strategy seeks to review our current municipal services and practices and identify opportunities for change, addition or deletion - inclusive of the Residential Permit Parking program and policy.

 

Specific to Residential Permit Parking, the Mobility Strategy project will seek to perform the following:

 

1)                     Residential Parking Jurisdictional Scan

Recent lessons learned by the City of Edmonton in a quickly revoked plan to charge for residential parking permits is an important check point for municipalities considering updates and revisions to their own residential parking programs.

                     These programs must be carefully considered to balance providing appropriate parking to residents while not limiting the use of public curbside infrastructure unless necessary.

                     Review other municipalities with residential parking programs to identify issues, opportunities, typical triggers, and lessons learned from those programs.

 

2)                     Residential Parking Recommendations

Identify and document recommendations to update the existing residential parking permit program. This may include identification of timed programs, visitor permit considerations, an updated process for identification of permit areas etc.

 

The above will be performed and account for all current/updated relevant plans, bylaws, policy and impactful services - including the recent changes to the Land Use Bylaw.

 

The Mobility Strategy is expected for completion in Q4 2025, and the project will perform multiple Transportation / Mobility associated reviews as part of the full scope of work. Once the Mobility Strategy is completed, Administration anticipates a presentation and update to Council on the strategy itself, along with potential recommendations of changes in areas including, but not limited to:

                     Capital charters / network prioritization

                     Transportation Systems Bylaw

                     Traffic Bylaw

                     Residential Permit Parking Policy C-TS-03

                     Neighbourhood Traffic Calming C-TS-02

                     Transit Service levels and operations

                     Municipal Engineering Standards / Complete Streets Guidelines

o                     Multimodal changes

o                     Accessibility changes

 

In consideration of this larger scope of work and Mobility Strategy effort and expected deliverables, Administration requests that the intent of this motion is maintained for completion of the investigation and development and presentation to Council on opportunities of improvement of change to Residential Permit Parking; however, the timeline of presentation for recommendations be extended to early 2026 when other mobility related areas and topics may be presented as well.

 

IMPACTS OF MOTION

 

Financial:

If this motion is passed and a dedicated and separate review of Residential Permit Parking is performed outside of the Mobility Strategy, it is expected that consulting services would be required to support the work due to capacity constraints for the Transportation Department. Funding would be taken from the approved Mobility Strategy project to perform this work, however, economy of scale would be lost with the work being performed with the Mobility Strategy project - estimated to be at $20,000 for its own project related scope.

 

Compliance & Legal:

None at this time.

 

Program or Service

This work is occurring as part of the Mobility Strategy and would be duplicated if performed separately without removal from the scope within the strategy.

 

Administration does not believe there are risks associated with maintaining the current Residential Permit Policy and Program for the 2025 year; as the LUB amendments are associated largely with new development sites to which construction would be occurring and likely not completed with operational impacts within the year.

 

Organizational:

Administration staff (Transportation Department) do not have resource capacity to perform this project as a dedicated individual project while managing and delivering 2025 capital projects, services and deliver of the Mobility Strategy. If this motion is passed and a dedicated and separate review of Residential Permit Parking is performed outside of the Mobility Strategy, it is expected that consulting services would be required to support the work

Residential Permit Parking Policy and Program will be reviewed as part of the Mobility Strategy and identified recommendations for changes will be brought forward for Council consideration following the completion of the Strategy, in Q1 2026.
