BACKGROUND AND DISCUSSION
At the May 16, 2022 City Council Meeting, St. Albert City Council sponsored three resolutions and seconded one resolution ahead of the May 31, 2022 deadline for resolutions for the 2022 Alberta Municipalities Convention. The City of Airdrie seconded all three resolutions sponsored by the City of St. Albert at their regular Council meeting the same day.
The City of Airdrie has approved the attached resolution, "Transportation Infrastructure Funding," which calls upon the Government of Alberta to establish a clear process to elevate and equitably fund municipal transportation infrastructure projects in alignment with the Building Forward Plan. This Plan is the Provincial Government's 20-Year Strategic Capital Planning document, released in Q4 2021 and is intended to provide a framework to guide Provincial decision-making regarding capital investments. The City of St. Albert has a standard practice of engaging with the Government of Alberta regarding transportation planning and prioritization of funding requests through mechanisms like the Transportation Master Plan, Transportation Network Improvement Strategy, and the Integrated Regional Transportation Master Plan. There remains continued opportunity to enhance alignment efforts and to increase collaboration regarding evidence-based decision-making.
Airdrie has requested that St. Albert Council second the resolution, for which a formal motion of Council is required. Staff from Alberta Municipalities has indicated that despite being after the May 31, 2022 deadline, this will be accepted.
STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT
The City of Airdrie has requested that the City of St. Albert second their proposed resolution for the 2022 Alberta Municipalities Convention, called "Transportation Infrastructure Funding." Should Council agree to second the resolution, City Administration will notify the City of Airdrie and Alberta Municipalities.
