Administration’s Understanding of Intent Motion:
Administration’s understanding of the motion is that if approved, public consultation to seek community input of an aquatic expansion to Servus Place as outlined in on Project Charter SERV-010: Servus Place Aquatics Expansion - 25 m, 8 Lane Pool would be carried out.
Operational or Organizational Impacts if Motion is Approved:
Based on this motion, the engagement would include only input related to the aquatics expansion of Servus Place. It would not address input related to the facilities for the community amenities site.
With the current engagement planned for the community amenities site, it may be beneficial to seek out input on the overall aquatics needs of the community to understand not only what aquatics facilities the community needs, but also where it would be most impactful to the community, not focusing the engagement specifically as it relates to an expansion of Servus Place. Should the scope of engagement increase, there would be corresponding increases in costs.
Financial Implications of Motions:
Project Charter SERV-010 identified $78,000 for public engagement. It this motion is approved, $78,000 would be added to the 2020 Growth Capital budget.
Stakeholder Consultations:
To date, no formal stakeholder/public engagement has been carried out for SERV-010.
There has been significant interest and discussion in the community related to the need for additional aquatics, through ballot question related to a new stand alone aquatics facility, presentations to Council and feedback received through Administration have identified various needs and priorities for new recreation facility development.
Background:
Project Charter SERV - 010: Servus Place Aquatics Expansion outlines the option for an expansion to the Servus Place Landrex Water Play Centre. The conceptual scope and design includes:
• 25 meter - 8 lane tank.
• Surrounding deck.
• Pool mechanical room.
• Reconfiguration of existing change rooms to accommodate a higher bather load.
The project design presented would be built on the existing building footprint and exterior land area, without any impacts to existing roadways and parking.
An aquatics expansion would provide the opportunity to accommodate additional aquatic swim lesson programs, lane swimmers, competitive swim club training, and Servus Place spontaneous swimmers.
