POSTPONED MOTION ADMINISTRATIVE BACKGROUNDER
Administration’s Understanding of Intent Motion:
Administration understands this motion, that if approved, will fund $250,000 of Project Charter ENG-077 (Neil Ross Rd Design & Construction) in 2020; no other future funds would be approved beyond this value, but the Charter would remain for future consideration of further project scope and budget.
Operational or Organizational Impacts if Motion is Approved:
This project would be anticipated for completion through the Capital Projects Office through existing staff and there would be no anticipated immediate operational impacts as construction of infrastructure would not occur in the short-term (in following the Charter ENG-077, construction is anticipated in 2028). The deliverable of the project, a conceptual alignment, would be utilized for all future roadway planning and development plans.
Financial Implications of Motions:
The approval of this fund would require $250,000 approved from the Off-Site Levy Recovery Fund (Reserve).
Stakeholder Consultations:
The completion of this project would require stakeholder consultation, involving land owners, Alberta Environment, and internal City stakeholders. The project team (consisting of City staff and consulting services) would directly engage with each stakeholder appropriately to delivery the program.
Background:
Administration is currently working on a conceptual alignment of Neil Ross Road, with the project funded through account 4105 116409 CF (the Planning and Engineering Growth Reserve). The scope of work occurring involves stakeholder engagement, and an engineering evaluation of possible alignments of Neil Ross Road from its current end point at approximately Element Drive to a future tie-in point to the future 127 Street. The current review seeks to finalize an alignment that meets engineering transportation standards, aligns to feedback from stakeholders and presents a corridor to support future growth and development. The anticipated timeline for completion of the deliverable of the conceptual alignment is March of 2020.
The next steps of the process to advance work on Neil Ross Rd, and the scope of work that the proposed $250,000 would fund, would be applying the finalized conceptual alignment to perform a detailed environmental and geotechnical investigation, so as to mitigate potential environmental impacts and future construction costs. The work performed with these funds, informs on the actual final alignment and would be utilized in further actions of necessary land acquisition for the road right of way, necessary environmental permitting and preliminary design (which would be requested through future funding requests).
Neil Ross will be a cross-town (arterial) roadway, and the performance of this work being led by the City ensures that a final alignment will be developed to support future growth, provide internal as well as interjurisdictional connectivity (between the City and Sturgeon County).With consideration of further roadway connections, it seeks to provide viable alternative routes to mitigate neighbourhood traffic concerns of the communities of Erin Ridge and Erin Ridge North.
