RECOMMENDED MOTIONS

1.                     Establish Regular Council and Standing Committee of the Whole Meeting Schedule

 

(Note: In accordance with section 193(1) of the Municipal Government Act, should any member of Council be absent from the Organizational Meeting, then this item must be deleted from the Agenda and considered at a subsequent meeting when all Council members are in attendance.)

 

(a)                     That the schedule for regular meetings of City Council and Standing Committee of the Whole for the period November 18, 2025, to October 20, 2026, as shown on the 2025-2026 Council/Committee Calendar (Recommended) attached to the November 3, 2025 Agenda Report entitled “Organizational Matters” be approved.

 

(b)                     That the regular meetings of City Council will commence at 9:30 a.m. on their scheduled dates unless a different starting time for a meeting is determined when the proposed Agenda for that meeting is established through the Agenda Planning process under the Procedure Bylaw.

 

(c)                     That meetings of the Standing Committee of the Whole will commence at 9:30 a.m. on their scheduled dates unless a different starting time for a meeting is determined when the proposed Agenda for that meeting is established through the Agenda Planning process under the Procedure Bylaw.

 

(d)                     That the regular meetings of City Council will occur in the Council Chambers at St. Albert Place with an option for Council Members or the public to attend or participate through an electronic platform, and the scheduled regular Standing Committee of the Whole meetings will occur in the Douglas Cardinal Boardroom at St. Albert Place with an option for Council Members or the public to attend or participate though an electronic platform.

 

2.                     Establish Date of Next Organizational Meeting

 

That the next Organizational Meeting will occur on October 20, 2026.

 

3.                     Establish Deputy Mayor Roster

 

That the following roster for Deputy Mayor for the 2025-2026 Council year is established, and that in the absence of both the Mayor and Deputy Mayor the next scheduled Deputy Mayor shall assume the role of Acting Mayor:

SUMMARY

 

In accordance with the Municipal Government Act, Council is required to hold an Organizational Meeting annually not later than 14 days after the third Monday in October. The purpose of the Organizational Meeting is outlined in section 5 of the Procedure Bylaw, among which is the establishment of the dates, time of commencement, and place of regular Council Meetings and Standing Committee of the Whole Meetings.

BACKGROUND AND DISCUSSION

 

Council usually schedules a break over the holiday season from mid-December to early January, in addition to a summer break mid to end of July and the full month of August.  The meeting calendar proposed for 2025-2026 reflects these breaks.

 

The Annual Conference of the Federation of Canadian Municipalities will be held in Edmonton, AB from June 4, 2026 to June 7, 2026 and does not conflict with a regular Council meeting date on the calendar proposed.
