PURPOSE OF REPORT

As part of the 2021-2023 Municipal Budget Process, on November 16, 2020 Council approved amendment 99 to Master Rates Bylaw 1/82.  Unfortunately, there were omissions within the amending bylaw as presented, located within Schedule G (Planning), and Schedule T (Electrical).  Administration is seeking Council’s approval of these additional amendments to Master Rates Bylaw 1/82.

On November 16, 2020, Council gave all three readings to Bylaw 40/2020, to amend the Master Rates and Bylaw Fees

 

BACKGROUND AND DISCUSSION

The fees within the proposed amendment to the Master Rates Bylaw are intended to 1) capture the additional effort required to process 3rd party/extraterritorial Area Structure Plan applications, and 2) clarify the electrical fee structure for solar panel installation.

IMPLICATIONS OF RECOMMENDATION(S)

Financial:

 

The proposed amendments to Schedule G (Planning) fees are intended to capture the additional costs associated with reviewing and processing 3rd party or extraterritorial Area Structure Plan applications.  The fee for a new Area Structure Plan, as established in the Master Rates Bylaw, is $12,990.  Administration has proposed that a 3rd party or extraterritorial Area Structure Plan fee be set at $26,000 to capture the significant amount of additional work associated with review and processing.  Administration anticipates at least one application in 2021.  Failure to approve the amendment would result in a loss to the City of approximately $13,000 ($13,010).    

 

The proposed amendments to Schedule T (Electrical) fees are intended to clarify the electrical fee structure for solar panel installation.  Negligible revenue impact is anticipated.

ALTERNATIVES AND IMPLICATIONS CONSIDERED

If Council does not wish to support the recommendation, the following alternatives could be considered:

 

Alternative 1.

Do not pass second reading.  An implication is that the recommended amendments to the Master Rates Bylaw would not occur.
