That Council supports the Alternative 1 recommendation which does not include the $15,000 funding from the capital reserve.

The purpose of this report is to present a motion for which Councillor Killick gave notice on July,15, 2025.

BACKGROUND AND DISCUSSION
In 2024, the City of St. Albert updated its municipal naming policy to include guidelines for renaming municipal assets. Under the revised criteria, a non-commemorative name, such as that of a road, may be changed to honour an individual or a local Indigenous community. While not explicitly stated in the policy, the proposed renaming of St. Anne Promenade to Veterans Way is understood to be a gesture recognizing individuals who are Canadian Armed Forces veterans.
According to the policy, City Council holds the sole authority to bypass the formal municipal renaming process and may vote directly to approve a name change for a municipal asset.
St. Anne Promenade was named in 2016 following the completion of a roadway extension from the St. Anne traffic circle to Red Willow Place and the Royal Canadian Legion. Prior to its construction, no road existed in that location. The design included an upgraded sidewalk intended to serve as a promenade (or “walk”) leading to Millennium Park, and the road was considered a key piece of infrastructure to enhance connectivity within the downtown core.
As a newly constructed road, St. Anne Promenade does not have any parcels directly addressed to it. All adjacent properties are currently addressed to Tache Street, Sir Winston Churchill Avenue, or St. Anne Street. Administration will facilitate this request using the readdressing process rather than a renaming process. This approach reduces staff time and associated costs, and includes the following steps:
- Preparing and sending a “Readdressing Memo” to internal agencies (e.g., Corporate GIS, Transportation) to inform them of the name change and its effective date.
- Preparing and sending a “Readdressing Memo” to external agencies (e.g., Alberta Health Services, Canada Post, ATCO) to inform them of the name change and its effective date.
These notifications will be sent approximately two weeks after Council’s decision, should Council approve the motion. Impacted parties will be given approximately 30 days to update their records.
Given the limited impact and the nature of the readdressing process, formal public notification, discussion, or engagement is not required, as no individuals or businesses are directly affected by the proposed name change.
IMPACTS OF MOTION
Financial:
While this motion includes funding of up to $15,000, based on the readdressing methodology applied, it could be accommodated within the existing operating budgets of the Planning and Development and Transportation teams.

Program or Service:
The name change notification will provide approximately 30 days for internal and external agencies to implement the necessary updates. However, it is anticipated that some external agencies may be unable to accommodate the change within this timeframe. Most notably, Alberta Health Services (AHS) updates its dispatch systems on an approximate three-month cycle. That said, local Emergency Services are familiar with such challenges and have procedural measures in place to mitigate potential impacts.

If Council does not wish to support the proposed motion, Administration presents the following alternative for Council’s consideration.
“That notwithstanding Council Policy C-CC-05, administration undertakes the necessary actions to rename St Anne Promenade to Veterans Way, with this work to be completed by November 11, 2025.”
Financial:
The motion removes the specified funding source, as the request, based on the proposed methodology, can be implemented using existing approved operational budgets within the Planning and Development and Transportation departments.
