RECOMMENDED MOTION

That the Council Meeting Schedule 2021-2022, attached to the June 7, 2022 Agenda Report entitled "Revisions to Council Meeting Schedule 2021-2022", be revised to:

 

(a)                     move the date of the 2022 Organizational Meeting from October 31, 2022 to October 24, 2022; and

(b)                     add a Regular City Council Meeting on October 24, 2022 immediately following the Organizational Meeting.

BACKGROUND AND DISCUSSION

 

Section 192 of the Municipal Government Act requires every council to hold an organizational meeting annually not later than 2 weeks after the 3d Monday in October.   The Act does not specify what business is to be transacted at an organizational meeting.  By tradition in St. Albert such meetings are typically fairly short and are used primarily to adopt the calendar of regular Council meetings and to approve the Deputy Mayor roster, for the upcoming year.   Section 193 of the Act further stipulates that all councillors must be present and voting when a calendar of regular Council meeting dates is adopted.

 

On November 1, 2021 Council approved the Council Meeting Schedule 2021-2022, which identified October 31, 2022 as the date for the 2022 Organizational meeting.  (To be strictly accurate the attached calendar says October 31, 2021 for the Organizational meeting this fall, but that is a typo, it should have been October 31, 2022.)  It has since been determined that not all Council members will be available to attend a meeting on October 31, 2022, hence Administration is recommending that the Council Meeting Schedule 2021-2022 be revised to move the date of the 2022 Organizational Meeting to October 24, 2022, a date on which all Council members have definitely or tentatively confirmed their availability.   This date falls within the mandatory time window for an Organizational Meeting as set out in s.192 of the Act.

 

October 24, 2022 is also the preferred date for presentation of the 2023 proposed budgets, kicking off the budget deliberation process over the following weeks.  Since there is not currently a regular Council meeting on the calendar for October 24, 2022, Administration is recommending that the calendar be revised to add one, commencing immediately after the Organizational Meeting.  Apart from budget presentation, additional items could also be added to the agenda for that regular meeting, in the normal process of Agenda Planning.
