Administration’s Understanding of the Intent of the Motion:

Administration understands that this motion is to change the scope of 2025 PW-018 Public Works Satellite Yard charter for inclusion of a permanent Take It or Leave It type facility in the 2025-2034 Municipal Growth Capital Plan that will be evaluated through the prioritization matrix for consideration during the 2025 budget deliberation process.

 

Operational or Organizational Impacts if Motion is Approved:

Operation of a Take It or Leave It facility will require one (1) additional FTE in the Waste and Diversion branch.

 

Financial Implications of Motions:

Within the existing 10 Year Municipal Growth Capital Plan, Charter PW-018 is valued at $3,474,000 (2024). This includes $374,000 in 2025 for conceptual planning and design with $3,100,000 planned in 2026 for construction. The addition of a Take It or Leave It facility is anticipated to cost $977,000 plus contingency (50%) bringing the amended charter cost to $4,939,500.

 

Annual operational costs for the satellite yard are identified to be approximately $50,000. The addition of a Take It or Leave It facility would require approximately $150,000 annually, therefore combined $200,000 in annual costs would be required for both facilities.

Background:

 

On July 4, 2023, CM-23-29 directed that Administration provide a report by April 30, 2024, outlining the costs, potential location(s), timeline, and any other considerations to establish a Take it or Leave it Facility, using the Strathcona County Hodge Podge Lodge as a starter model for costs and operational logistics. On April 9, 2024, Standing Committee of the Whole received a presentation regarding the creation of a Take It or Leave It facility similar to Hodge Podge Lodge in Strathcona County. Administration reported on potential efficiencies when this type of facility is incorporated with other environmental service type facilities. Insufficient land is available at existing St. Albert facilities at this time; therefore, a postponed motion was introduced to update existing Capital Charter PW-018 and include this type of facility within the charter that creates a new Public Works satellite yard in the northwest area of the City.

 

The new satellite yard is required to support service requirements of a growing City and to address the loss of a small satellite yard close to the grain elevators with the development of CLTR-009.

 

Although development of the St. Albert West Area Structure Plan is still underway, Badger Lands is one potential location capable of housing the two hectares (2 Ha) required for the satellite yard and a 0.25 Ha Take It or Leave It Facility. Development of the south Badger lands also necessitates the moving of the compost depot (5 Ha) and the Utilities dewatering station (2 Ha). Combining these facilities with the Public Works satellite yard and a Take It or Leave It facility would also create the potential for a fully integrated environmental service yard for residents to dispose of recycling, yard waste, hazardous materials etc., like the new facility in Fort Saskatchewan, with weigh scales to accurately track landfill diversion rates. A facility such as this will be necessary to address the needs of a growing City.

 

The Municipal Growth Capital Plan Charter PW-018 currently contemplates conceptual planning and detailed design in 2025 and construction in 2026. Unless otherwise directed, these respective tasks for the updated scope including the Take it or Leave it Facility would follow the same scheduling.
