RECOMMENDATION(S)
recommendation
1. That Council support Sturgeon County’s submission of the proposed “City of St. Albert/Sturgeon County Intermunicipal Development Plan” grant application to the Government of Alberta’s Alberta Community Partnership program.
2. That Council support the City of St. Albert’s submission of the proposed “City of St. Albert/City of Edmonton Intermunicipal Planning Framework” grant application to the Government of Alberta’s Alberta Community Partnership program.

PURPOSE OF REPORT
The Alberta Community Partnership (ACP) is a grant program administered by Alberta Municipal Affairs and is intended to support intermunicipal and regional projects across Alberta. The Province has budgeted $15.4 Million for this program in 2020/21.
Grant applications for both projects will be submitted by either Sturgeon County or St. Albert Administrations; however, a final requirement is supporting motions from Councils of participating municipalities of each project.
It is believed that the necessary Council Motions from each partner for both projects will be in place prior to the grant submission deadline of January 5, 2021.

BACKGROUND AND DISCUSSION
As part of Corporative Initiative 1.2, Annexation of Sturgeon County land, the two parties agreed to undertake the development of an Intermunicipal Development Plan (IDP) in the lands adjacent to the proposed new City/County boundary to provide both parties with a greater level of certainty regarding what types of land-uses may take place. The maximum grant award through the ACP is $200,000 with estimated total cost for the project at $300,000. (It is intended the shortfall, if any, would be equally cost-shared between both parties in 2022). The project is anticipated to start in Q4 2021 and be complete by Q4 2023.
Through Corporate Initiative 1.3, Annexation of City of Edmonton land, and emerging transportation, infrastructure and land-use opportunities and interface challenges, an opportunity to complete and Intermunicipal Planning Framework between the City of Edmonton and City of St. Albert has been identified. The maximum grant award through the ACP is $200,000 with estimated total cost for the project at $200,000. The project is anticipated to run concurrently with the Annexation of City of Edmonton land, and be complete by Q2 2022.
Municipalities are eligible for the grant in 2021, so long as work commences prior to the end of 2021.
STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT
City of St. Albert Administration has been in communication with the City of Edmonton and Sturgeon County to coordinate grant applications for both projects.
IMPLICATIONS OF RECOMMENDATION(S)
Financial:
None at this time. Status of the grant applications’ approvals should be received by end of Spring 2020. In the event either grant is not approved, alternative funding strategies may need to be developed and/or the projects may need to proceed with a revised and limited scope.

Staff time is required to support both initiatives.
ALTERNATIVES AND IMPLICATIONS CONSIDERED
If Council does not wish to support the recommendation, the following alternatives could be considered:
Alternative 1. Council could choose not to support one or both grant applications, which would likely result in intermunicipal repercussions.
