Administration’s Understanding of Intent Motion:

Administration understands that if this motion is passed Capital Project Charter RECR-065: Community Amenities site planning would be unfunded in 2020 and moved in the 10 year capital plan to 2021 for consideration at that time.

 

Operational or Organizational Impacts if Motion is Approved:

Should Council identify one of the three sites (City-owned Badger Lands, Range Road 260, or Erin Ridge North) for future facility development, any site or facility planning would not proceed in 2020. 

 

If a site is chosen, the impact of not proceeding with the next stage of planning would delay development of partnerships, facility identification and placement, refinement of costs, geotechnical and environmental assessment of the site, and ASP amendments.  Should one of the Developer sites be chosen, it may impact the timing and planning of their neighborhood development.

 

Financial Implications of Motions:

The $900,000 in capital funding would be returned to the capital fund for future projects.

 

Stakeholder Consultations:

Public Engagement has been carried out to seek public opinion on the three sites which may have created public expectations that the next phase of planning will continue in 2020.

 

Background:

 

The scope of Project Charter RECR-065 is to fund the following work as it relates to a new community amenity facility (or facilities) in which Council has directed Administration to take to the next phase of planning:

                     Identification of Facility Components

                     Site Concept Plan Development

o                     Feasibility assessment (Determination of facilities).

o                     Concept planning (Program Plan, Mobilization Study, Detailed Debt Servicing Costing).

o                     Exploration of partnership opportunities.

o                     Geotechnical Report.

o                     Environmental Assessment/Mitigation Plan.

o                     Traffic Impact Assessment.

o                     Other studies as necessary.

                     Preliminary Conceptual Design

The City has identified the need for new public amenities facilities to support the delivery of service and has, for a number of years, been working on identifying land needs associated with the possible provision of community facilities. 

During this time, the City has received requests for land or facilities.  In 2017, the City included three ballot questions during the municipal election.  The ballot questions related to the planning of an additional branch library (7,802 for/13,346 against), a 6th sheet of ice (9,982 for/10,850 against), and additional aquatic space (12,050 for/8,922 against).  

In July 2018, Council voted to seek expressions of interest to help the City solve its various recreation needs, and on February 25, 2019, Council directed Administration to recommend up to 35 acres of land for community amenities.  

In exploring options for community amenities, Administration considered a variety of factors including location of land, type of facility being requested, compatibility between facilities and the parcel being considered, compatibility between facilities on the same site, land cost, servicing costs, recoverable costs, ability to spur non-residential growth by providing servicing, etc.

Once a site has been selected to continue to move this work forward, Administration required resources to complete the next phase of planning.
