RECOMMENDED MOTION(S)
recommendation
1. That Administration update the 2023-2032 Municipal Growth Capital Plan to include the project charters provided as attachment “New Growth Initiatives Charters”.
2. That the revised 2023-2032 Municipal Growth Capital Plan be included in the 2023-2025 Business Plan and Budget document, to be provided to Council in the fall of 2022, along with funding recommendations guided by the Capital Prioritization Matrix.

PURPOSE OF REPORT
To provide Council with recommended new additions to the 2023-2032 Municipal Growth Capital Plan.
ALIGNMENT TO PRIORITIES IN COUNCIL’S STRATEGIC PLAN
Strategic Priority #4: Infrastructure Investment: Identify and build needed capital assets.
ALIGNMENT TO LEVELS OF SERVICE DELIVERY
Service Name: Financial Planning Definition: Stewardship of development of annual operating and capital budgets for Municipal and Utility operations.
The approved operating and capital budgets shall serve as the financial plan for the City and provide Administration with the direction and resources necessary to accomplish Council’s strategic direction and Council approved services and service levels in accordance with the Services and Service Levels Inventory Service Component: Municipal Capital Budget Development
Service Level:
• Budget is prepared and approved by Council for a rolling ten (10) year period with the approval to execute one year of the plan.
• The annual approval of the capital budget is complete by December 31 of each year.
• Available capital dollars are used towards the repair, maintenance and replacement of existing assets prior to consideration of new capital growth projects and assets.
ALIGNMENT TO COUNCIL (OR COMMITTEE) DIRECTION OR MANDATORY STATUTORY PROVISION
C-FS-05 Budget and Taxation Guiding Principles, Section 12 states “With specific reference to the Municipal 10 Year Growth Capital Plan, a Council motion is required to add or remove a capital project charter to/from the plan”.
BACKGROUND AND DISCUSSION
Two new growth initiatives were approved by Council on May 2, 2022 to be added to the 10 year plan.
Subsequent to this, six additional growth initiatives as identified in the attachment “New Growth Initiatives Charters” should be considered for addition to the Capital Growth Plan which will be provided to Council in the fall of 2022, along with funding recommendations guided by the Capital Prioritization Matrix. The new projects being recommended for addition include:

PW-037 Loader with Blower
PW-038 Sidewalk Machine
PW-039 Truck Plow with Sander
PLAN-009 Housing Options for Affordability & Accessibility
PLAN-010 Permitting Software Modernization

Financial:
None at this time. Final funding decisions related to which projects will ultimately move forward will be made by Council as part of the annual budget process.

ALTERNATIVES AND IMPLICATIONS CONSIDERED
Alternative 1: Do nothing. The six growth charters will not be added to the 10 year plan and excluded in the prioritization for funding.
