SUMMARY
• A new Land Use Bylaw 18/2024 was adopted by City Council on October 15, 2024.
• The new Land Use Bylaw contained new district names, which need to be transferred over to the Master Rates Bylaw.
• This amendment will revise the Master Rates Bylaw to ensure the fees and charges match the new Land Use Bylaw.
ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION
On October 15, 2024, Council passed the following motions:

That Bylaw 18/2024 be read a second time.
That Bylaw 18/2024 be read a third time.
BACKGROUND AND DISCUSSION
Land Use Bylaw 18/2024 was approved by City Council on October 15, 2024. Significant changes to the districts were approved, including consolidating districts, retiring old districts, and creating new districts. In many cases district names changed.
In some cases, the Master Rates Bylaw charges fees based on district. Therefore, the Master Rates Bylaw needs to be amended to ensure the correct district names are in the bylaw.
This will result in changes to four different schedules of the Master Rates Bylaw, including:
Schedule A - Building Permit Fees
Schedule E - Development Fees
Schedule F - Subdivision & Development Appeal Fees
Schedule G - Planning Fees
Redlines of these schedules are available as attachments 2 - 5. The redlines are based on the fees that would take effect on January 1, 2025. The Land Use District Conversion sheet has been added as attachment 6, which shows the old and new district names.
For the most part, names were changed in this amendment, including district names, and some terms (ex: Home-Based Business instead of Home Occupation, or Secondary Suite instead of Basement Suite).
There was one new fee added during this amendment, to Schedule G, to the Strata Space Subdivision, as it was noted that the application fee of $3,801.00 had been missed during the update.
There was also a change to file search fees on Schedule A. Schedules A, E, and G, all have file search fees. The fees on Schedule A have been proposed to change so that they match the fees on the other two schedules. This has resulted in:
• The in-depth file search fee has proposed to change from $157 to $155 on Schedule A.
• The subsequent hours of file search has been proposed to change from $117 to $118 per hour on Schedule A.
STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT
A significant amount of engagement was completed through the land use bylaw. No separate public engagement events were planned for this component of the project, as this amending bylaw is to ensure compatibility between the Land Use Bylaw and the Master Rates Bylaw.

Financial:
Approving this amendment ensures that the fee schedule used by staff matches the land use bylaw, and that revenue is charged appropriately for each application.
