PURPOSE OF REPORT
As per the recommendation and direction from November 13, 2018 Governance, Priorities and Finance Committee an amended Council Policy on Community Recognition is being brought to Council for consideration and approval.

COUNCIL DIRECTION
On November 13, 2018 The Governance, Priorities and Finance Committee passed the following motion:
That the Governance, Priorities and Finance Committee recommend to Council that the amended version of Council Policy C-CS-03 Community Recognition Program provided as an attachment to the November 13, 2018 agenda report entitled “Community Recognition Policy” be approved.
On January 15, 2018 Council passed the following motion:

That City Council Policy C-CS-03 Community Recognition Program be updated to include Environmental Leadership as a seventh category for Council approval in Q4 2018.
BACKGROUND AND DISCUSSION
As part of their priorities for 2018, the Environmental Advisory Committee requested that Council direct Administration to amend Policy C-CS-03 in order to include Environmental Leadership as an additional separate category within the Community Recognition Program. Currently, the recognition for contributions within the area of environment fell under the category “Community Builder”. The proposed category would specifically acknowledge achievements in advancing natural and built environment. Nominations received in this category would be reviewed by the Environmental Advisory Committee with recommendations on deserving nominees forwarded to Council for a final decision. After consultation with both the Environment Department and the Environmental Advisory Committee, it was agreed upon to title this category “Environmental Stewardship”. This will keep the terminology consistent with the Environmental Master Plan and the Environmental Sustainability Policy.
Administration has also reviewed and updated the current Policy to standardize it into the new Policy template, include the additional category for “Environmental Stewardship”, update the name of the Community Services Advisory Board to Community Services Advisory Committee, and move governance items from the former “Administrative Procedures” into the Policy where applicable. In addition, the definition for “Elite Level” was removed as it is not referenced in the text of the policy, therefore not necessary to define.
As per the feedback received during the GPFC meeting on November 13, 2018, a statement regarding the number of recipients required prior to updating the permanent recognition feature has been added to the “Standards” section of the policy to ensure cost effectiveness.
STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT
The Environmental Advisory Committee reviewed the proposed policy at their regular meeting in October 2018 and supported the changes as presented.
IMPLICATIONS OF RECOMMENDATION(S)
Financial:
None at this time. As the recognition of contributions in the area of environment was previously included under a broader category, it is anticipated that the separation out of this category will be manageable under the current budget for this overall program.
Legal / Risk:
None at this time.
Program or Service:
The identification of “Environmental Leadership” as a separate category will cause minimal implications to service as it was already included within a broader category.
Organizational:
There will be some administrative work required to change documents related to this recognition program to include the new category. The Environment Department will provide the additional promotion to their stakeholders regarding the changes to the program.
ALTERNATIVES AND IMPLICATIONS CONSIDERED
If Council does not wish to support the recommendation, the following alternative could be considered:
a) Refer the matter back to Administration for further consideration, as per the general discussion held by Council, and direct that a revised Policy or follow-up report be brought back to Council at a future date.
