That beginning in 2025, Administration present to Council an Annual Fire Services Report, similar to the applicable areas in the Spruce Grove Annual Protective Services Report.

ADMINISTRATION’S UNDERSTANDING OF THE INTENT OF THE MOTION
Administration understands that the intent of this motion is for Council to receive an annual report detailing the previous years’ activities of the St. Albert Fire Services.
PURPOSE OF REPORT
The purpose of this report is to present a motion for which Councillor Hughes gave notice on October 1, 2024.

BACKGROUND AND DISCUSSION
Administration has found that up until 2017, Fire Leadership was creating an annual Fire Services report, highlighting department operations. Much of the information contained within these historical documents is aligned with the content desired with this Council Motion. Administration is unclear as to why Fire Services reports may have ceased prior to the COVID-19 Pandemic.
Since the last annual report was created, data collection has continued for internal use and to meet external obligations with Alberta Health Services, as an example. Information collected includes but is not limited to, performance metrics as well as details regarding call types, volumes as well as event location and time of day.
IMPACTS OF MOTION
Administration is currently in the process of developing departmental level annual reporting to ensure consistent and timely information to Council. The first report will be published by the end of Q1 2025 reporting on the 2024 year.
While we will ensure that the types of data found within the Spruce Grove report will be included, we recommend an Emergency Services report including relevant information for Fire Services, Municipal Enforcement and Emergency Management.

Although it is felt that much of the desired data is already collected, the creation of a report as well as the inclusion of any finite data that is currently not compiled, or not produced in a manner that meets the intent of this motion, will result in additional staff time. The impact of this additional time will be realized by the leadership teams of each area as well as administrative staff that would be tasked with the creation of the report.

Administration believes that this motion would create little to no risk as any information that may be deemed confidential or be of a sensitive nature, will not be included into the document.
