SUMMARY

The original lighting estimate for this project, provided in Q3 of 2023, is no longer valid as the specified lighting is no longer being manufactured. An alternative solution has been proposed at a higher cost than the original design, with an estimated total of $218,143.36. Increased funding is being requested to accommodate the new solution, as well as a contingency of 15%.

ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION

On November 27, 2023, Council passed the following motion:

PM-24-09

That Charter COUN-037, SAP LED recognition lighting, recommended amount $125,000 be included in the Capital budget, funding source via the Capital budget.

BACKGROUND AND DISCUSSION

A Council motion was presented and subsequently passed on May 16th, 2023, requesting that a growth charter be developed to include the installation of approximately 300 feet of LED lighting along the balcony, outside of the Council Chambers.

Cost estimates were completed thru Q3 of 2023 and resulted in preliminary costing for the proposed lighting came back at $125,000. This cost estimate was based on costing that was previously supplied to install a specific system on the entire permitter of the facility back in 2022.

On December 19th, 2023 as part of the 2024 budget approval charter COUN-037 was approved in the amount of $125,000 (AR-23-591) for the purposes of the installation of Recognition lighting to St. Albert Place main front balcony as a part of the larger St. Albert Place Lifecycle Repair Project.

Current Situation

Detailed design was completed early in Q1 of 2024 and design packages were sent out for final pricing to the contractor for St. Albert Place lifecycle repairs. It was noted that the original brand system in the design was no longer being manufactured and that alternative systems would need to be considered.

One lighting option has been proposed that meets the intended overall lighting array and view, while also complying wit the Municipal Historical Resource designation.

1.                     Option 1 - GVA Christmas LED Lighting - This option is an identical product which would meet the requirements for installation and aesthetic of the initially specified product. The original design style and product intended to "wash" the brick with the colour. The initial product and therefore this product was previously approved by AHF for installation on the facility and not impact the heritage Designation.

The above option came back over the allotted $125,000 charter, estimated at $218,134.36, not including contingency.

If the budget increase is approved, the project team would anticipate that lighting would be installed and ready for us by Q4 2025 due to long procurement timelines on either system.

IMPACTS OF ALTERNATIVES CONSIDERED

Do nothing. Should Council not wish to pursue the increased funding, Administration would recommend rescinding Capital Charter COUN-037 and not install the lighting system.
