Administration’s Understanding of the Intent of the Motion:

 

Administration understands the intent of this motion (if passed) would be to reduce the budget of ENG-058: Neighbourhood Traffic Calming for the 2021 program by $100,000;  from $613,000 to $513,000.

 

Operational or Organizational Impacts if Motion is Approved:

 

There are no substantial impacts operationally or organizationally if this motion is approved. The Capital Projects office and Transportation department, with support from Communications and input / review from other organizational departments, would carry out the program in the same process; albeit the scope (amount) of construction would be less.

 

Financial Implications of Motion:

 

This motion would un-commit $100,000 in capital dollars which could be used for other capital priorities or future projects at Council’s direction.

 

Stakeholder Consultations:

 

Public engagement has occurred with communities that have traffic calming being applied, as per the City’s Traffic Calming Policy / Process and the impact of this motion may be a notification to residents of the areas that work of upgrading current temporary sites of traffic calming measures to permanent may be delayed for one year (subject to 2022 budget approval). Should Administration receive requests for new traffic calming work, the ability to respond with requested site improvements may be impacted with a reduced budget; however, the program is intended to be delivered in the planned format, following a process and engagement which benefits from applying temporary measures and may minimize the impact of this motion.

 

Background:

 

Current work for implementation of Neighbourhood Traffic Calming is occurring within the following communities and the impact of this motion to the areas is summarized below:

 

1.                     With the 2021 program combining Safe Journeys work and the Neighbourhood Traffic Calming program into a single program; the work planned for pedestrian improvements in vicinity of Leo Nickerson school would be prioritized with the 2021 program delivery.

 

1.1.                     The estimated budget to complete the Leo Nickerson pedestrian improvements is $88,000.00

1.2.                     It is expected that this motion would not impact the completion of the pedestrian improvements at the site of Salisbury and Sycamore.

1.3.                     It would be expected that should budget be constrained to perform all work of Erin Ridge / Erin Ridge North and this site; this site would be completed over others.

 

2.                     Erin Ridge / Erin Ridge North: There are seven (7) temporary sites / locations of improvement remaining, with additional infrastructure such as speed display signs to be purchased and installed, to complete the approved Traffic Calming Plan for these communities. It is anticipated that this work would be a priority for the 2021 program, as the area has been engaged and the traffic calming program in process since 2017.

 

2.1.                     The estimated budget for construction in Erin Ridge / Erin Ridge North is $455,000; however there are additional costs of construction management (to perform site survey, materials testing, final as-built drawings) that are not recognized within these construction costs and are in addition to.

2.2.                     Although costs of construction received in 2020 for similar work and the ability of Administration to expedite tendering for this work in early winter (2021) should result in strong pricing, Administration would anticipate that not all sites would be completed and there would be a deferral of approximately two (2) sites to 2022.

 

3.                     Lacombe Park East (Lennox Drive area): This area currently has temporary measures applied and is in the stage of the process to engage with residents on opinion of the temporary measures and desire / support to install permanent.

 

3.1.                     Administration, in the planning of program delivery with the combining of Safe Journeys and Traffic Calming to one program, pushed anticipated construction scheduling of the Lennox Drive area to 2022; so there is no direct scheduling impact from this motion.

3.2.                     The impact may occur to the Lennox Drive area in 2022 if there are multiple sites remaining in 2022 for completion in Erin Ridge / Erin Ridge North; as the priority would be to complete those communities prior to Lennox Dr.

3.3.                     2020 funding was approved ($50,000) that was intended to address “new” resident applications and requests for traffic calming. The program delivery in 2020 has been impacted by Covid-19 and staff resourcing, and it is anticipated that Administration will seek Carry Forward of the 2020 funds to be applied to new sites that Administration has been engaged with residents (sites within Deer Ridge and Lacombe).

3.4.                      A portion of the 2020 funds may be applied to the Lennox Drive area to complete the engagement on the temporary measure evaluation but would not deliver construction.

 

4.                     New area requests:

 

4.1.                     Administration has received applications from other neighbourhoods for traffic calming: sites in Deer Ridge, Lacombe Park (2).

4.2.                     Resource impacts have influenced Administration’s ability to deliver data collection and engagement in these areas in 2020; however, are in process now and will require the funds approved in 2020 ($50,000) to be carried forward to perform the preliminary review and possible engagement.

4.3.                     This motion may influence timeline to address / respond to public requests for new sites; however, Administration would address high priority safety concerns in areas by direct action with programming available (inclusive of collaboration with enforcement or applying temporary measures) or in severe incidents (not anticipated), compiling information and presenting to Council a request for funds to address a prevailing transportation safety issue.

4.4.                     The impact from this motion may be resident opinion on the speed of action to address new reported concerns; in comparison to the priority of the program delivering improvements to areas already established in the Traffic Calming process.
