BACKGROUND AND DISCUSSION

The Seniors’ Advisory Committee Bylaw provides that, among other things, the SAC may meet to consider “when an issue has been referred to the Committee by Council for the Committee’s consideration” (SAC Bylaw, s. 11.12). Apart from adhoc meetings that may occur when the SAC has matters referred to it by Council, the SAC meets regularly 4 times per calendar year. Part of the role of the SAC is to review and provide input into policy and other City initiatives through a seniors’ lens and to provide recommendations for Council’s consideration on issues or initiatives that would support the well-being of seniors (SAC Bylaw, s. 20).

The Youth Advisory Committee Bylaw provides that the YAC shall “receive and act on direction from Council on youth matters, with the understanding that Council will endeavour to refer two matters per calendar year to the Committee for the Committee’s consideration (YAC Bylaw, s. 19(b)). Part of the role of the YAC is to advise Council on initiatives that support the well-being of youth and research and provide input into policy proposals for Council’s consideration, in reference to matters that impact youth in the community.
