ADMINISTRATION’S UNDERSTANDING OF THE INTENT OF THE MOTION
The intent of the motion is for Council to approve up to $8,500 from the Stabilization Reserve Fund be used to to cover travel, accommodation, and other miscellaneous costs for Councillor Brodhead in 2024 in relation to his role as a member of the Executive Committee of the Canadian Urban Transit Association.
PURPOSE OF REPORT
The purpose of this report is to present a motion for which Councillor MacKay gave notice on May 14, 2024.
BACKGROUND AND DISCUSSION
Council passed a motion in 2022 and in 2023 to provide funding to cover travel, accommodation, and other miscellaneous expenses for Councillor Brodhead in relation to his role as a member of the Executive Committee of the Canadian Urban Transit Association (“CUTA”) for those years. As the motions did not provide funding for years after 2023, the motion now proposed by Councillor MacKay, if passed, would provide a funding source for Councillor Brodhead to his role as member of the Executive Committee of CUTA in 2024.
Council Policy C-CAO-03 City Council and Expense Reimbursement does not explicitly provide for reimbursement of a Councillor’s expenses associated with participation in a national organization (other than Federation of Canadian Municipalities) so a Council resolution is required to authorize payment of these expenses related to serving on a CUTA committee, as well as to specify the source of funds. The proposed motion from Councillor MacKay accomplishes both of those things.
The Council Contingency is not recommended as a funding source as up to $10,000 was approved through AR-24-147 on April 2, 2024, to fund costs associated with Mayor Heron attending FCM’s Board of Directors meetings, if elected, leaving a balance of $5,000.

Financial:
If approved, $8,500 would be funded from the Stabilization Reserve. The current uncommitted balance in the Stabilization Reserve is $8.8 million.

On March 21, 2022 Council passed the following motion:

That up to $10,000 from the Stabilization Reserve fund be used to cover travel and accommodation and other miscellaneous costs for Councillor Brodhead in 2022 in relation to his role as a member of the Executive Committee of the Canadian Urban Transit Association.
IMPACTS OF ALTERNATIVES CONSIDERED
Do not provide funding approval in 2024. If Council does not wish to support the recommendation, Councillor Brodhead will not have approved funding to attend further events associated with CUTA.
