Notwithstanding the provisions of C-CC-03 City Council Remuneration and Expense Reimbursement Policy and Procedure which adjusts Council Member Remuneration on April 1 of each year based on the Edmonton Consumer Price Index (ECPI), Council Members Annual Remuneration not be increased on April 1, 2020.

POSTPONED MOTION ADMINISTRATIVE BACKGROUNDER

 

Administration’s Understanding of Intent Motion:

Mayor and Council will not see a wage increase from April 1, 2020 to March 31, 2021 unless a subsequent motion is made. Council would be eligible for increase in 2021 based on Edmonton CPI in accordance with policy. If the motion is passed, the budget will be reduced by $6,200 thereby reducing the 2020 tax requirement.

Financial Implications of Motions:

The City would not provide an increase to Council members; this results in an estimated savings in 2020, assuming ECPI is 1.8%*, of $6,250.35

If 1.8% applied to 2019 rates:

(6 Council * 52,469) * 1.8%                          $5666.65

1 Mayor * 134689.92 * 1.8%                        $2424.42

*Edmonton CPI for December 31 is unknown until late January 2020. In all likelihood 1.8% is on the upper end of plausible ECPI so amounts stated should be viewed as the higher end of potential savings from motion. If Edmonton CPI came out to 1.0% the savings would be $3,472.42 in 2020. 1.0% would be the lower end of plausible ECPI so this motion has a plausible savings of between $3,472.42 - $6250.35 in 2020.

Background:

The City is in a period of fiscal conservatism and is adapting to the provinces budget with their fiscal year end of Mar 31, 2020. Further impacts could arise from the provincial budget the province tables for the remainder of 2020. Administration is analyzing indicators from the province which is leading administration to believe that provincial staff will have no wage growth in 2020. Similarly, City Administration is working towards no wage growth in 2020 subject to collective bargaining outcomes. CPI in Alberta and regionally is lower than Canada as a whole. Survey of municipal comparators has identified that their projected wage increases for 2020 range between 0 - 2% with many them indicating the lower end of this range is anticipated.
