PURPOSE OF REPORT

The Chief Administrative Officer has prepared a Corporate Business Plan 2019 - 2021 that identifies the specific initiatives developed by Administration to implement the City of St. Albert Council Strategic Plan. It also addresses organizational priorities to ensure a comprehensive and coordinated Administrative plan that complements the City’s core program and service delivery.

 

ALIGNMENT TO PRIORITIES IN COUNCIL’S STRATEGIC PLAN

ALIGNMENT TO LEVELS OF SERVICE DELIVERY

Corporate Business Planning - Stewardship of the Corporate Business Plan and work with all Departments to ensure that they have the knowledge and tools they require to align their business planning processes to the strategic planning framework and assist and support where necessary. The Corporate Business Plan is amended at the request of Executive Leadership (EL). All changes are made and dated in the plan.

 

ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION

Council Policy C-CG-02 - City of St. Albert Council Strategic Plan states that:

The City Manager (now Chief Administrative Officer) is responsible for ensuring the strategic plan aligns with the Community Vision and Pillars of Sustainability and that Administration consult with the strategic plan in preparation of the City’s action plans and supporting budget.

 

BACKGROUND AND DISCUSSION

Council held a strategic planning workshop, on January 10 and 11, 2019 to receive an update from Administration on the progress achieved towards their strategic priorities and confirm their common vision for St. Albert for their four-year term. City Administration attended the session to provide information as required, and to better understand Council’s priorities.

 

An amended version of the City of St. Albert Council Strategic Plan 2018 - 2021 was presented to Council for approval on March 4, 2019. Administration has used the Council Strategic Plan, as well as discussions during the retreat, as the basis for preparing an updated Corporate Business Plan 2019 - 2021. The revised Corporate Business Plan has been prepared and attached to this report for Council’s information.

 

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT

Administration will provide opportunities for the community to engage with Council during the 2020 - 2022 business planning and budget process. These include hosting various public engagements with residents once the proposed budget has been released.

 

IMPLICATIONS OF RECOMMENDATION(S)

Financial:

Funding requirements, if any, for the actions identified within the Corporate Business Plan will be identified through the annual budgeting process. Administration initiatives starting in 2019 that require funding, outside of the 2019 approved budget, may be brought to Council for additional funding.

Council Policy C-CG-02 - City of St. Albert Council Strategic Plan, is the primary mechanism to direct the City Administration in preparing a business plan and budget that reflect Council’s strategic priorities.
