That Council Policy C-CG-02 - City of St. Albert Council Strategic Plan provided as an attachment to the March 4, 2019 agenda report entitled “Strategic Plan Update and Approval" be approved.

PURPOSE OF REPORT
Adoption of Council Policy C-CG-02 - City of St. Albert Strategic Plan meets the annual review requirements of the Council Policy and satisfies Municipal Inspection Report recommendations.

ALIGNMENT TO LEVELS OF SERVICE DELIVERY
Strategic Planning - Facilitate the development of Council’s Strategic Plan and steward the plan on behalf of Council. The results of the Council retreat are shared with the community annually. Council’s Strategic Plan is updated at Council’s request.
ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION
Council Policy C-CG-02 - City of St. Albert Council Strategic Plan states that:
"Council is responsible to validate the strategic plan on an annual basis and identify priorities to Administration for the upcoming fiscal year."
BACKGROUND AND DISCUSSION
Council held a strategic planning workshop, on January 10 and 11, 2019 to receive an update from Administration on the progress achieved towards their strategic priorities and confirm their common vision for St. Albert for their four-year term. City Administration attended the session to provide information as required, and to better understand Council’s priorities.
Council Policy C-CG-02 - City of St. Albert Council Strategic Plan has been updated to reflect Council’s strategic plan and has been presented to Council for approval.
STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT
Administration will provide opportunities for the community to engage with Council during the 2020-2022 business planning and budget process. These include holding a community world café with residents once the proposed budget has been released.
IMPLICATIONS OF RECOMMENDATION(S)
Financial:
Funding requirements, if any, for the strategies identified within Council Policy C-CG-02 - City of St. Albert Council Strategic Plan will be identified through the annual budgeting process. Initiatives starting in 2019 that require funding, outside of the 2019 approved budget, may be brought to Council for additional funding.

Council Policy C-CG-02 - City of St. Albert Council Strategic Plan, is the primary mechanism to direct the City Administration in preparing a business plan and budget that reflect Council’s strategic priorities.
The strategic plan may have resource and workload implications across the organization.
