PROPOSED MOTION(S):

recommendation

That administration provide amendments to Policy C-CAO-19-Flag Display and Commemorative Lighting, that expands the potential number of days of significance, and to provide further clarity on the number of days that the St. Albert Place will be lit for each event listed for council’s approval, by the end of Q1 2026.

ADMINISTRATION’S UNDERSTANDING OF THE INTENT OF THE MOTION

 

Administration understands that the intent of this motion is to ensure that the LED lighting on City infrastructure is used to not only commemorate somber days or major events, but to also celebrate happier occasions as well as to clarify that where an “event” is longer than 1 day (ie Pride Month), only one day will be chosen during that time period to celebrate the event.

 

ADMINISTRATION’S RECOMMENDATION

 

That Administration present an amended policy to Council before the end of Q1, 2026.

The purpose of this report is to present a motion for which Councillor Hughes gave notice on September 16, 2025.

BACKGROUND AND DISCUSSION

 

In addition to adding Canada Day to the list of officially recognized days for which City infrastructure will be lit, the policy needs to be updated to apply to all City infrastructure which has lighting installed. This will include the Children’s bridge which will have LED lighting installed as part of its lifecycle maintenance work.
