That the Community Living Standing Committee recommend to Council that an Operating Business Case be developed to be considered as part of the 2021 budget process for a Social Housing Coordinator position, to advance the social housing needs of all vulnerable groups in St. Albert, as per the recommendations of the Mayor’s Task Force to End Homelessness.

IMPLICATIONS OF RECOMMENDATION(S)

Financial:  The financial implications for building transitional housing for youth does come with a cost to the city.  This cost will depend on successful grant applications as well as the type of building and available land.  There will also be operating costs attached to the home.  Partnerships with existing housing operators should be explored. The goal is for the city to provide some support to the ongoing costs of transitional youth housing which would be operated by an external agency experienced in delivering this type of housing for the target population. A 10-resident home with staff would be approximately $650,000 per year to operate.  A Business Case should outline funding opportunities available outside of municipal tax dollars for operating costs. However, there are limited grants available for operating costs, so this can be a challenging model to maintain.
