That the following applicants be appointed to the corresponding committees and terms as listed below:
1. Nicki Prince to the Arts Development Advisory Committee, term ending December 31, 2025.
2. Samantha Balzer to the Community Services Advisory Committee, term ending December 31, 2025.
3. Lila Assiff to the Youth Advisory Committee, term ending August 31, 2026.
4. Kali Daum to the Youth Advisory Committee, term ending August 31, 2027.
5. Ksenia Wiker to the Youth Advisory Committee, term ending August 31, 2027.

SUMMARY
This report is brought forward to fill vacancies on the Arts Development Advisory Committee, Community Services Advisory Committee, and Youth Advisory Committee.
ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION
Section 9 of the Arts Development Advisory Committee Bylaw 09/2020 states that:
“…If a Member ceases to be a Member of the Committee for any reason, Council may appoint a replacement Member to serve for the remainder of the departing Member’s term.”
Section 11 of the Community Services Advisory Committee Bylaw 10/1997 states that:
“Where a member is disqualified or resigns, Council may appoint another eligible person for a term as specified by Council that expires on December 31st of a year specified by Council.”
Section 7 of the Youth Advisory Committee Bylaw 26/2016 states that:
“If a Member vacates his or her membership on the Committee during that Members term, Council may appoint a replacement Member to serve for the remainder of the vacating Member’s term.”
Civic Agency Policy C-CC-12 states:
“If a member of the civic agency is unable to complete the term of office as required, that member shall be replaced by Council appointment, provided that at least five months are left in the member’s term of office.”
BACKGROUND AND DISCUSSION
On March 10, 2025, a member of the Arts Development Advisory Committee submitted their resignation. This member’s appointment term was from January 1, 2025 to December 31, 2025.
On April 24, 2025, a member of the Community Services Advisory Committee submitted their resignation. This member’s appointment term was from January 1, 2023 to December 31, 2025.
Multiple vacancies remained on the Youth Advisory Committee after the Fall Intake in 2024. Additional vacancies and disqualifications from the committee were received in March and April 2025. There were four vacancies in total with one term ending August 31, 2026 and three terms ending August 31, 2027.
The application window to fill these vacancies was open from March 31, 2025 to April 14, 2025. The closing date was extended twice, ultimately ending on April 24, 2025.
In total, two applications were received for the Arts Development Advisory Committee and three applications for the Youth Advisory Committee.
Interviews were conducted on April 8, 2025.
As a result of these vacancies, appointment recommendations are being brought forward for Council’s consideration.

I.3.2 Council Committees: Provision of advice regarding legislative and procedural processes for Council committees. This includes support for Standing Committees and various Council Committees.
IMPACTS OF ALTERNATIVES CONSIDERED
If Council chooses not to fill the vacancies the Arts Development Advisory Committee will consist of 7 public members, the Community Services Advisory Committee will consist of 8 public members, and the Youth Advisory Committee will consist of 12 public members. If this is the preferred alternative, it is worth noting that the vacancies do not put the committees in contravention of their bylaws.
