SUMMARY

Climate adaptation has been identified as a priority through the development of St. Albert’s Municipal Development Plan. In the past two years, the City of St. Albert and the Edmonton Metropolitan Region Board developed climate adaptation plans. The purpose of this report and attached presentation is to update Council on the analysis between the two plans and Administration’s recommended next steps for climate adaptation action and implementation.

§                     10.8.1 - Conduct a Climate Change Vulnerability Assessment to understand the risks of climate change and develop a Climate Change Mitigation and Adaptation Strategy to minimize such risks.

BACKGROUND AND DISCUSSION

The Resilient Infrastructure goal of the City’s Municipal Development Plan commits to take measures to prepare for and minimize the adverse impacts of climate change. Specifically, the policy states, conduct a Climate Change Vulnerability Assessment to understand the risks of climate change and develop a Climate Change Mitigation and Adaptation Strategy to minimize such risks.

In the past two years, the City of St. Albert completed a Climate Adaptation Plan (2022), and the Edmonton Metropolitan Region Board (EMRB) developed a Climate Resilience Study (2023). Both local and regional climate adaptation plans identified priority climate risks and opportunities and actions to address these risks and opportunities. The purpose of this report and Administration’s presentation is to update Council on the analysis between the City’s Climate Adaptation Strategy and the EMRB Climate Resilience Study and Administration’s recommended next steps for climate action and implementation.

STAKEHOLDER COMMUNICATIONS OR ENGAGEMENT

The local and regional climate adaptation plans were completed in partnership with the Municipal Climate Change Actions Centre and All One Sky Foundation.

At the February 2022 Environmental Advisory Committee (EAC) meeting, attendees participated in a climate action planning workshop to identify climate adaptation actions for inclusion in the City’s Climate Adaptation Plan.

Future recommended climate adaption work will require feedback and participation from the public, City departments and external organizations working with the City of St. Albert.
