That up to $14,700 is provided to the Arts & Heritage Foundation (AHF) for portable washrooms for the 2026 season to be funded from the Stabilization Reserve.

PURPOSE OF REPORT

 

The purpose of this report is to present a motion for which Councillor Hughes gave notice on January 13, 2026.

BACKGROUND AND DISCUSSION

 

The City of St. Albert has a partnership agreement with the Arts and Heritage Foundation of St. Albert (AHF). Under the Partnership Agreement, AHF submits an annual budget proposal to the City, and City Council approves the level of operating funding each year. The City’s grant can only be used exactly as approved by Council, and any increases, such as the additional funding identified for washroom services, must be recommended by Council because AHF cannot spend beyond the approved budget or shift funds between program areas without City authorization.

 

AHF is responsible for programming and operating events at St. Albert Historic River Lots and Grain Elevator Park. AHF previously provided Council information about washroom access at the St. Albert Historic Rover Lots and Grain Elevator Park in response to a previous Information Request (Attachment A).

 

For 2026, the Arts and Heritage Foundation has an approved operating budget of $2.86 million, with a City contribution of $2.03 million.

 

IMPACTS OF MOTION

 

Financial:

Should this motion pass, up to $14,700 will be withdrawn from the stabilization reserve, which has sufficient funds. These funds will be allocated to Arts and Heritage Foundation to reimburse costs incurred for procurement of portable washrooms.
