POSTPONED MOTION ADMINISTRATIVE BACKGROUNDER
Administration’s Understanding of Intent Motion:
Administration understands the intent of the motion to be to postpone consideration of the proposed creation of an Area Structure Plan (ASP) for the Lakeview Business District and City-Owned Badger Lands (43 City Annex North) to 2021.
Operational or Organizational Impacts if Motion is Approved:
If the motion is approved, no additional ASP work will be undertaken in 2020 for Lakeview/43 City Annex North. The proposed work included staffing to manage the projects. This capacity will be realigned elsewhere if the motion is approved.
Financial Implications of Motions:
The direct financial implication of the motion would be that no additional money would be spent on ASP preparation in 2020 and $1,329,800 would be made available within the overall capital funds. An indirect financial implication is that the ASP work would be deferred to a future year(s), which may delay the speed at which either of the two areas begin to develop, and subsequently begin to bring in tax revenues to the City.
Stakeholder Consultations:
Public engagement will be required when the Area Structure Plan work goes forward.
Background:
City Council designated the employment lands (now Lakeview Business District) in 2013 as part of its long-term strategy to pursue an increased non-residential tax base. In order for it, or the City-owned Badger Lands (43 City Annex North) to undergo development, they will need an Area Structure Plan, and servicing.
In 2019, Council funded $110,000 for Administration to undertake technical studies that were independent of the future land use concept of the lands being discussed. The work on obtaining that technical information (geotechnical, heritage, and environmental) on the City-owned portion of those lands is presently under way.
The lands in question do not have an Area Structure Plan, nor do they have a land use concept, a framework for transportation & servicing, etc, Enabling an ASP would facilitate the development of the aforementioned, which will help to convey certainty regarding services and timing to developers, which is intended to help speed the development of these lands, and increase non-residential growth in the city, and its associated tax dollars. Delay in additional ASP work for the 43 City Annex and Lakeview Business District lands will likely result in a delay in bringing those lands online for development.
Conversely, delay of the ASP work for an additional year may help to achieve some efficiencies by enabling Administration the ability to focus on completion/implementation of other major corporate priorities (e.g. Municipal Development Plan, Annexation, ASP process review, Community Amenities Campus), which may have some influence on the future growth and preferred use of these lands. The direction from those initiatives may then be able to be incorporated into future land use planning for either or both areas at a future date.
