ADMINISTRATION’S UNDERSTANDING OF THE INTENT OF THE MOTION
That a draft copy of the Lakeview Neighbourhood Plan be circulated to City Council for review, prior to the Neighbourhood Plan being submitted to the Director, Planning & Development for review and decision.
PURPOSE OF REPORT
The purpose of this report is to present a motion for which Councillor Korotash gave notice on April 11, 2026.
ALIGNMENT TO COUNCIL DIRECTION OR MANDATORY STATUTORY PROVISION
At its meeting on September 3, 2024, Council approved the St. Albert West Area Structure Plan.
At its meeting on April 19, 2022, Council approved the Neighbourhood Plans Bylaw.
BACKGROUND AND DISCUSSION
In April of 2022, Neighbourhood Plans were introduced as part of a new two-tier policy structure.
Under this structure, tier-one is the Area Structure Plan, which provides policies for land use planning over a large tract of land. City Council is the approval authority for Area Structure Plans.
Tier two is the Neighbourhood Plan, which provides technical details and development direction for smaller areas of land within an Area Structure Plan. The Director, Planning & Development, is the approval authority for Neighbourhood Plans.
The Neighbourhood Plan bylaw and two-tier structure was developed in response to feedback from, and engagement with, land development industry through the Urban Development Institute (UDI), which has become the Building Industry and Land Development Association (BILD), and as part of the City’s Green Tape 2.0 initiative.
The two-tier plan process was developed to reduce costs and improve operational efficiency for the City in the long term. Through the bylaw, plans and amendments can be approved by the Director, Planning & Development, saving time for applicants, City Administration, and City Council.
Through the 2026 Budget, Council Approved the Lakeview Neighbourhood Plan project, which is being led by the Economic Development department.
IMPACTS OF MOTION
Financial:
None at this time.
Compliance & Legal:
The provision of a Neighbourhood Plan to City Council for review, prior to the Director, Planning & Development for review and decision, would deviate from the process detailed in the Neighbourhoods Plans Bylaw (BYLAW 05/2022).
Program or Service:
Depending on the outcome of a Council review of the Neighbourhood Plan, there may be impacts to some Planning & Development services.
Organizational:
Depending on the outcome of a Council review of the Neighbourhood Plan, there may be some impacts to organizational capacity, including additional staff time associated with any changes to project plans and work underway or completed.
Risks
Depending on the outcome of Council’s review of the Neighbourhood Plan, possible risks include:
• Strategic - Any significant change to the current process may delay the advancement of development in Lakeview Business District, which is one of Council’s strategic priorities, and completion of Neighbourhood Plans for Lakeview Business District, which are is included in a Corporate Business Plan initiative.
• Financial - Any significant changes or delays to the Neighbourhood Plan project, may delay the advancement of development in Lakeview, which could add to the project cost and potentially have longer-term financial impacts, if development is delayed.
• People - Any significant change to our process is expected to affect employee workload capacity. The Lakeview Neighbourhood Plan is a sizable, approximately 12-month project. It is being led out of the Economic Development, which is not a standard department function or service.
• Stakeholders - There may be a risk to relationships with the land development and building industry if there is a significant change to our process.
