2025 Alberta Municipalities Convention Briefing

SUMMARY
 
City of St. Albert Administration is providing the attached document, “Briefing Note on 2025 Alberta Municipalities Resolutions” for Council’s information. The document is intended to support Council at the upcoming Alberta Municipalities Convention from November 12th to 14th in Calgary.

BACKGROUND AND DISCUSSION
 
Alberta Municipalities (AB Munis) works on behalf of Alberta’s cities, towns, villages and summer villages to advocate to the Government of Alberta on matters of importance to its members. Each Fall, AB Munis hosts an annual convention where municipal councils from across Alberta gather to discuss issues of municipal importance, set direction for intergovernmental engagement, and meet with Members of the Legislative Assembly and Provincial Ministers (including a session where elected officials may ask questions directly to Ministers). During the convention, Councillors are referred to as “voting delegates,” particularly when it comes to the Resolutions Session. 
 
The Resolutions Session entails voting delegates deciding whether a resolution should be adopted as part of AB Munis’ upcoming advocacy efforts with the Provincial Government. Any member municipality may sponsor a resolution of their own (deadlines to submit a resolution are typically in May), as long as it is approved by Council Motion, and seconded by a different municipality’s own Council Motion.  
 
Resolutions are segmented into the following categories: 
1.                     Issues Related to Alberta Municipalities’ Strategic Initiatives 
2.                     Other Issues of Potential Interest to Alberta Municipalities.
 
For each resolution, an elected official from the moving municipality will speak to the resolution (the maximum speaking time is two minutes); after this, the resolution may be debated, with any voting delegate having the option to speak at a microphone in support of - or opposition to - the resolution. The speaker of the moving municipality will close the debate, after which a vote on the resolution will ensue. Voting delegates use their smartphones to vote “yes” or “no” to the resolution; if it achieves 50% +1 support, the resolution is adopted.
 
Attachment 1 in this agenda report, “Briefing Note on 2025 Alberta Municipalities Resolutions,” provides an analysis of each resolution that will be discussed at the convention, as well as City Administration’s recommendation as to whether or not Council should support the resolution. The 2025 Resolutions Package (Attachment 2) includes 15 resolutions. Attachment 3 in this agenda report includes a draft agenda for the convention, which notes the resolutions session will be occurring on Thursday, November 13 from 10:30AM - 12:00PM (a finalized agenda will be shared with Council when it is published by AB Munis).
